How must cargo carried on or in a vehicle be handled?
Correct answer: Secure it so none of it can drop, sift, leak or escape.
Why
Secure the load and its covering so neither can come loose or create a road hazard. Ordinary cargo must not fall, leak or scatter onto the road. Arizona has limited exceptions for road-maintenance materials and minor agricultural debris; those do not excuse an unsecured load.
