Safe & Responsible DrivingStandalone practice
An adult driver is waiting at a red light with the engine running. No emergency or other exemption applies. May the driver hold a phone to read a message?
Correct answer: No. Waiting at a traffic light still counts as operating the vehicle.
Why
Do not hold a mobile electronic device while operating a vehicle, including a temporary stop at a red light. The roadside exception requires a complete stop, the engine turned off, and a safe location beside the road out of traffic. A sole-purpose 911 emergency communication is an affirmative defense. Separate stricter hands-free restrictions apply to drivers under 18.
