For ordinary phone use with no other statutory exemption, when may a Hawaii driver under age 18 use a mobile electronic device while operating a vehicle?
Correct answer: Only to make a 911 emergency call.
Why
Drivers under 18 may not use a mobile electronic device hands-free while operating, except for the sole purpose of a 911 emergency communication. The handheld-device prohibition also applies during temporary stops caused by traffic, traffic lights or stop signs. Prepare navigation and other settings before driving. Do not assume that an exception to the general handheld rule also removes the separate under-18 hands-free restriction.
