For a driver age 19 or older, which use of a cellphone that is not hands-free falls within an Illinois exception?
Correct answer: To report an emergency, or while parked on the shoulder.
Why
Permitted exceptions include reporting an emergency and continuing communication with emergency personnel, using the phone while parked on the shoulder, or when normal traffic is obstructed and the vehicle is stopped in neutral or park. Holding a phone on speaker is not hands-free. A normal red-light stop while in drive is not this exception. Drivers under 19 have a stricter wireless-phone rule.
