When can unusually slow driving violate Indiana law?
Correct answer: When it needlessly blocks normal, reasonable traffic.
Why
Do not drive so slowly that you block normal, reasonable traffic unless reduced speed is needed for safety or law. On a road with no more than one lane each way, if your slow vehicle blocks at least three vehicles that cannot pass on the left, pull off to the right at the earliest reasonable opportunity to let them pass.
