You are driving through a Kansas construction zone with workers present and beginning signs warning of those workers. No emergency or other exception applies. May you hold a phone for an ordinary call?
Correct answer: No; only hands-free use is allowed in these conditions.
Why
Effective July 1, 2026, Kansas prohibits the specified non-hands-free mobile-phone use in a school zone while its reduced limit is enforced, or in a construction zone with workers present and beginning signs warning of them. Exceptions include qualifying hands-free use, lawful stationary placement and specified emergency, reporting and official uses. Violations receive warning citations until July 1, 2027. This does not create a universal statewide handheld-phone ban.
