What does a flashing or steady Don't Walk indication tell a pedestrian who has not started crossing?
Correct answer: Do not begin to cross
Why
Do not start crossing when DON'T WALK or the raised hand is displayed. If already crossing when it appears, continue to safety; drivers must still yield to you.
