A storm has cut the power, and the traffic lights at a four-way intersection are completely dark. No officer or other person directs traffic, and no other traffic control device works there. What must you do?
A and B approach a four-way intersection from perpendicular streets. Every traffic signal is dark, no officer is present, and both cars are before their stop lines.
Correct answer: Stop as if there were a stop sign on every approach, then go when it is safe.
Why
Power failures often happen in storms, when drivers are already under stress. North Carolina law makes a dark signal work like an all-way stop, so every driver stops and then takes turns. The rule does not apply when an officer or another authorized person directs traffic, or when another traffic control device is in use. A dark ramp meter on a freeway entrance ramp has a different rule, so do not mix up the two.
