How must a child under one year old who weighs less than twenty pounds ordinarily be secured in a passenger vehicle?
Correct answer: In a rear-facing child restraint system.
Why
In an ordinary covered vehicle, a child who is both under 1 year old and below 20 pounds must ride in a rear-facing child restraint used according to its instructions. Manufacturer limits and fit still matter as the child grows. Reaching either statutory boundary does not mean that immediately facing forward is the safest choice.
