When is driving well below surrounding traffic speed prohibited?
Correct answer: When it impedes normal traffic with no safety or legal need.
Why
Do not drive so slowly that you impede normal and reasonable traffic movement unless the lower speed is necessary for safe operation or required by law. Poor weather, traffic and a lawful stop can require slowing. A desire to keep pace does not authorize speeding.
