You normally drive a rural road at 50 mph. It is wet today, and tomorrow it may be covered with packed snow. Which speeds follow the manual's guidance?
Correct answer: Wet: about 40 mph. Packed snow: about 25 mph.
Why
Rain, snow and sleet reduce the grip between your tires and the road, so slow down at the first sign of them. The manual's rule of thumb is about 10 mph slower on a wet road and about half your normal speed on packed snow; on ice, slow to a crawl or stay off the road. These are starting points: go slower still if the tires slip or you cannot see well.
