It is noon. A steady rain starts, and you must run your windshield wipers all the time to see. You can still see well down the road. What does Ohio law require for your headlights?
Car A travels on a wet two-lane road in daylight rain. The card states that it is noon, steady rain keeps the wipers running and the driver can still see well down the road.
Correct answer: Turn them on, because the wipers are in use due to rain.
Why
Headlights help other drivers see you in rain, when spray and dark skies make cars hard to see. Ohio law requires headlights from sunset to sunrise, when you cannot see people and vehicles 1,000 feet ahead, and whenever the wipers are on because of precipitation (ORC 4513.03). An officer may not stop you only for the wiper rule, but the rule still applies.
