Passing target: 16 correct signs and 16 correct rules (TLA practice targets)
Why must an ordinary car driver not use a freeway shoulder as an extra passing lane?
A blue car is in a freeway traffic lane beside a clear paved shoulder. No stopped vehicles, debris or emergency examples are shown.
Correct answer: It may hold debris or stopped vehicles; emergency vehicles need it.
Why
Do not use a freeway shoulder as an extra passing lane. It can contain stopped vehicles, people or debris, and emergency access may be needed. This is not a claim that every shoulder is exclusively for emergency vehicles: specified authorized buses and road-service vehicles can use designated shoulders under their own rules.
