A sign shows a speed limit of 45 mph. The road is dry, and traffic is light. Which statement about your speed is correct?
Correct answer: You may drive slower than 45 mph if you do not impede normal traffic
Why
A speed limit is not a target: you must also slow down when conditions make the posted speed unsafe. Virginia law prohibits a speed so slow that it impedes the normal movement of traffic, unless the slower speed is necessary for safety (§ 46.2-877). On a road with two or more lanes in your direction, use the right lane when you drive slower than the traffic around you.
