A 21-year-old with the required driving authorization plans to ride a moped on a Hawaii public road. Does being an adult remove the helmet requirement?
Correct answer: No. All riders need an approved, fastened helmet.
Why
Since June 25, 2025, every moped rider must wear a compliant safety helmet secured with a chin strap. A person must be at least 16 to drive a moped on a highway, street, roadway or other public property. These are moped rules; do not substitute the different rules for bicycles or motorcycles.
