On an interstate, you drive past the ramp to a rest area. The shoulder is wide, and no vehicles are near. What does Pennsylvania law say about backing up on the shoulder to reach the ramp?
A is in the right through lane of an interstate, beyond the ramp to a rest area. Both through lanes and the wide right shoulder are otherwise empty. The question image has no forward or backward action arrow.
Correct answer: Backing is not allowed on the shoulder or in a lane; drive on to the next exit or rest area.
Why
Traffic on limited-access highways moves fast, and drivers do not expect a vehicle to move backward. Pennsylvania law (75 Pa.C.S. 3702(b)) does not allow backing on any shoulder or roadway of these highways. A missed ramp costs only a few minutes, but a backing crash at highway speed can kill.
