The posted limit is 35 mph. The road is dry and clear, but you are driving through a busy shopping area where many people walk near the curb. What does Washington law require?
Blue A drives on a dry shopping street. Six people walk near both curbs; the posted 35 mph limit is stated neutrally. No selected speed or hazard highlight is shown.
Correct answer: Drive below 35 mph as needed to be safe near the people on foot
Why
Washington's basic speed law says that you must not drive faster than is reasonable and prudent for the conditions and hazards. The law names places where you must slow down, such as intersections, curves, hill crests, narrow roads, and places with a special hazard from pedestrians or weather. A lower speed also gives you more time to react and makes injuries less severe if a crash happens.
