Ava is 14 and lives with her parents. She wants to begin West Virginia's graduated driver's license (GDL) program. When can she get a Level 1 instruction permit?
Correct answer: At 15, after she passes the vision and knowledge tests with a parent's written consent
Why
The GDL program has three levels so that a young driver gains experience in steps. The Level 1 permit is for supervised practice with a licensed driver age 21 or older (or a driving instructor on duty) in the front passenger seat. The permit cannot be renewed, and it ends on the 18th birthday, with a 30-day grace period to finish the road skills test. A married applicant under 18 does not need a parent's consent but must show a certified copy of the marriage certificate.
