Can International Students Drive in Michigan? License Rules
Can international students drive in Michigan?
Yes, if you live in another country and are only temporarily in the U.S. You may drive in Michigan with your home country license. If it is not in English, also carry an English translation or an International Driving Permit. When you become a Michigan resident, you must apply for a Michigan license right away: Michigan law gives no grace period.
Where these rules come from
This guide follows the Michigan Department of State (the Secretary of State) licenses and ID FAQ, its first-time license or ID page and Michigan law (MCL 257.302). It also uses the department's new driver (18 and older) page, its new Michigan residents FAQ, the driver handbook "What Every Driver Must Know" (October 2025) and the 2025 online testing news release. The rules are as of 2026. Confirm the rules with the Michigan Department of State (michigan.gov/sos) before you drive.
What to carry when you drive on a home license
- Your valid home country license. Keep it with you every time you drive.
- An English translation of the license or an International Driving Permit (IDP), if the license is not in English. The IDP is only a translation, so carry it together with your home license, never in its place.
- Your license, registration and insurance card ready for a traffic stop. Take them out only when the officer asks, and tell the officer where they are first. The practice question on what to do with your documents during a stop covers this rule.
Does Michigan law let nonresidents drive on another license?
Yes. Michigan law (MCL 257.302) exempts a nonresident who is at least 16 years old from getting a Michigan license. The nonresident must have a valid license from his or her home state in immediate possession.
If you came to Michigan with a valid license from another U.S. state, you may drive on it while you are not a Michigan resident.
When does an international student need a Michigan license?
A new resident must apply for a Michigan driver's license, vehicle title and registration as soon as residency is established. For a car, bring all required ownership documents and proof of Michigan No-Fault insurance.
The Michigan Vehicle Code defines "resident" as "every person who resides in this state and establishes that he or she is legally present in the United States." If you are not sure whether you count as a resident, ask a Secretary of State office.
The Secretary of State cannot issue an original license to anyone who is not a legal resident of the state.
Which route to a Michigan license fits you?
Documents an F-1 or J-1 student shows at a Secretary of State office
| Proof | What you show |
|---|---|
| Legal presence, F-1 student | A valid, unexpired foreign passport with a U.S. visa and evidence of entry, plus Form I-20 |
| Legal presence, J-1 student | A valid, unexpired foreign passport with a U.S. visa and evidence of entry, plus Form DS-2019 |
| Visas that do not work | B1 and B2 visas, and WB and WT visa stamps, are not acceptable |
| Social Security number | A Social Security card, W-2 Form, SSA or non-SSA 1099 form, or a pay stub with your name and number. With no number: an SSA-L676 letter of ineligibility issued within the last 60 days, shown with USCIS documents that show non-work authorized status |
| Identity | Two documents, for example a foreign passport and Form I-94 |
| Michigan residency | Two documents, for example a lease or rental agreement, Michigan college or university transcripts, or a utility or credit card bill issued within the last 90 days (an electronic copy is accepted) |
Rules for your papers
All documents must be in English or include an English translation, and photocopies are not accepted. Other immigration documents that show legal presence, such as Form I-94, may also be accepted. The guide to what to bring to the Secretary of State has the full lists.
How long does the SAVE check take?
Before the state issues or renews a Michigan license or ID, it must verify your immigration status through the federal Systematic Alien Verification for Entitlements (SAVE) system.
The Michigan Department of State reports a recent increase in SAVE delays. Its page, as saved in October 2026, says that most cases take about 40 days between intake and processing. Apply well before you need a Michigan license.
How an adult student gets a first Michigan license
- 1Gather your documents: legal presence, Social Security number (or letter of ineligibility), identity and two proofs of Michigan residency. Bring originals, with an English translation if needed.
- 2Pass the written knowledge test online or at a Secretary of State office. At the office, you also pass a vision test and pay the $25 (U.S. dollars) TIP fee. You get a TIP if you hold a license from a country other than Canada, Germany or South Korea, or if you were never licensed.
- 3Practice with a licensed adult for at least 30 days. A TIP is valid for 180 days. It is not a license, and it is illegal to drive on a TIP without supervision. The practice question on what a TIP is for covers this rule.
- 4Take the driving skills test with an independent driver testing business. A foreign language interpreter may be in the vehicle to translate the examiner's instructions. If you pass before your TIP expires, the license itself is free.
Can you take the knowledge test online?
Adults 18 and older who are eligible Michigan residents can take the knowledge test online. To use it, you verify your identity with a Social Security number or proof of legal presence, and you pay a $6.50 convenience fee. The test at a Secretary of State office has no fee.
How long is a student's Michigan license valid?
Residents with temporary legal presence in the U.S. get a limited-term license. It is valid only as long as you are authorized to remain in the country. Each renewal needs a new SAVE check of your immigration status.

International students and Michigan driving: common questions
Can my friend supervise my practice drives on a Michigan TIP?
Yes. On a Temporary Instruction Permit (TIP), you may practice under the supervision of a validly licensed adult, such as a family member, friend or co-worker. You can also get training from a driver education provider. You must practice for at least 30 days before you take the driving skills test.
Is Form I-20 enough to get a Michigan license?
No. F-1 students show Form I-20 together with a valid, unexpired foreign passport that has a U.S. visa and evidence of entry. You also need proof of your Social Security number (or a letter of ineligibility), two identity documents and two Michigan residency documents.
What if an international student has no Social Security number?
Show an SSA-L676 letter of ineligibility from the Social Security Administration. It must be issued within the last 60 days, and you show it with USCIS documents that show non-work authorized status.
What do I need to register a car in Michigan as a student?
A new Michigan resident must apply for a vehicle title and registration as soon as residency is established, the same as for the license. Bring all required ownership documents and proof of Michigan No-Fault insurance to a Secretary of State office.
Are the practice questions free for students?
Yes. Our Michigan practice tests and question pages are free, and they are in English only. They are practice questions, not the questions of the real knowledge test. For study, the Michigan Department of State points adults to the handbook "What Every Driver Must Know", especially chapters 4 to 7.
