A storm has knocked out power, and the traffic lights at a busy intersection are completely dark. No officer or flagger is directing traffic. How should you treat the intersection?
A and B approach an intersection whose traffic signals are all dark. No officer or flagger is present.
Correct answer: As an all-way stop: stop, then take turns with the other drivers.
Why
When a signal at an intersection is not working because of a power failure or another cause, and no peace officer, flagger or other control is directing traffic, Nebraska law makes the intersection a multi-way stop. Every driver stops, and the usual four-way-stop courtesy decides who goes: the first to stop goes first, and when in doubt, yield to the driver on your right. This rule does not apply to a signal whose heads have been covered or turned away because it is out of service.
