Why
A flashing red light means the same as a stop sign. Stop at the stop line, or before the crosswalk or intersection if there is no line, then yield to pedestrians and to cross traffic close enough to be a hazard before you continue. This rule does not cover railroad crossings, where flashing red lights mean you must stop and may not cross until it is safe.
