Sam is 16 and has held his learner's permit for 7 months. His log shows 70 hours of supervised driving: 12 hours at night and 3 hours in bad weather. Can Sam take the road test now?
Correct answer: No, because he still needs at least 2 more hours of driving in bad weather.
Why
Before an applicant under 18 takes the road test, a parent or guardian signs a certification form (DL-180C) for the 65 hours of supervised driving. The night and bad-weather hours give practice in the conditions that are hardest for new drivers. Since June 5, 2025, the Vehicle Code also requires the same form to confirm that the teen has read or viewed PennDOT's distracted-driving materials; the 2021 manual does not show this step.
