Passing target: 83.3% (15/18)
The posted limit is 55 mph on a four-lane highway. A disabled car with hazard flashers and road flares is on the right shoulder. You are in the right lane, and heavy traffic in the left lane stops you from moving over safely. What must you do?
A approaches disabled car B on the right shoulder of a highway. Three cars occupy the adjacent lane, while B has hazard-light cues and two road flares behind it; the posted-limit fact is 55 mph.
Correct answer: Slow to 35 mph or less, and pass with care at a speed that is safe for the scene.
Why
People who stand near a disabled vehicle can be hit by passing traffic. Pennsylvania law (75 Pa.C.S. 3327) requires you to pass in a lane that is not next to a disabled vehicle when you can. When that is impossible, illegal or unsafe, you must pass at a speed that is 20 mph or more below the posted limit and safe for the scene. The same duty applies at an emergency response area, such as a crash scene, a police stop or a work crew.
