Passing target: 80% (24/30)
You drive in the right lane of a four-lane highway with two lanes in your direction. Ahead, a pickup truck is stopped on the right shoulder with its hazard lights flashing. No police, fire, EMS or tow vehicle is there. The left lane is clear. What does South Carolina law require you to do?
Blue A approaches silver pickup B stopped fully on a distinct right shoulder of a four-lane highway. A is in the right lane and the adjacent left lane is clear. The card states B has flashing hazards and no emergency vehicle is present.
Correct answer: Slow down significantly and change to the left lane, away from the pickup, if it is safe to do so.
Why
The Driver's Manual part on the Move-Over Law still shows the move-over rule only for stopped emergency vehicles, but the law changed on May 15, 2026. A driver who changes a tire on the shoulder is at the same risk of being hit as a responder. If you cannot change lanes safely, or your side of the road has only one lane, slow down and keep a safe speed as you pass.
