A work zone on a two-lane highway closes one lane. A flagger holds up a STOP paddle toward you. The open lane ahead looks clear, and you cannot see workers or machines near it. What should you do?
Blue A approaches a flagger holding a STOP paddle. Cones close the near lane while the other lane looks empty. A has no selected stopping mark or onward route, and no other workers or machines appear.
Correct answer: Stop and stay stopped until the flagger signals you to go ahead
Why
In a one-lane work zone, the flagger lets each direction use the open lane in turn, and from your seat you often cannot see what is in that lane. South Dakota law treats a flagger as an official traffic control device (SDCL 32-14-1 and 32-28-10). A driver must also yield to road workers when a flagger or a sign gives warning of them (SDCL 32-27-10).
