You drive out of a parking garage onto a downtown street. A sidewalk crosses the garage exit, and people are walking along it. What must you do?
A approaches a garage exit set back from a continuous sidewalk. A person walks along the sidewalk across the exit, with no stop mark in the question.
Correct answer: Stop just before the sidewalk, and yield to anyone walking on it.
Why
Pedestrians on a sidewalk that crosses an alley or driveway have the right-of-way, and garage walls or parked cars can hide them until the last moment. West Virginia law tells a driver who comes out of an alley, driveway or building in a town to stop before the sidewalk and yield to pedestrians, and then to yield to all vehicles when entering the road. The stop gives you time to see people and gives them time to see you.
