Arizona School Bus Law: When You Must Stop and the Minimum Fines

informational·how to guide·

Where the Arizona school bus rules come from

The stop duty, the exceptions and the penalties are in Arizona Revised Statutes section 28-857. The school bus and school zone advice comes from the Arizona Driver License Manual, revised March 2026. This guide is current as of 2026. Confirm the rules with the ADOT Motor Vehicle Division (azdot.gov/mvd) before you drive.

When you must stop for a school bus

The law says you must stop when you meet or overtake a school bus that has stopped on the highway, from either direction. Two things must be true: the bus displays its stop signal, and its alternately flashing lights are in use. Then stop before you reach the bus.
The bus operator turns on the signal and the lights when passengers get on or off while the bus is stopped on the roadway or on a private road or driveway. The manual gives the same rule in plain words: come to a complete stop before you reach the bus, regardless of your direction of travel.

What to do when a school bus stops ahead

  1. 1
Look for the signal and the lights

A school bus has a sign with the words "school bus" on the front and rear, in letters at least eight inches high. Its stop signal is an 18-inch red octagon with STOP in white letters. The operator extends it from the left side of the bus, and the alternately flashing lights come on.

  2. 2
Stop before you reach the bus

Stop the vehicle before you reach the bus, whether you come from behind it or toward it. The exceptions below apply only when the bus is on a separate roadway.

  3. 3
    Watch for children

Watch for children who cross the road in front of or behind the bus. Use extreme care near any stopped school bus, because a child may dart from the front or the rear of the bus.

  4. 4
Stay stopped until the bus moves or the signal goes off

Do not go until the bus resumes motion, or until the signal and the alternately flashing lights are no longer displayed.

Do you need to stop if you travel the other way?

You are on a highway with separate roadways and the bus is on a different roadway
The law says you need not stop. The manual says a divided roadway has physical barriers such as a fence, curbing or a separation of the pavement. If the bus is in the approaching lanes, you may proceed with caution. Try the practice question on a bus across a divided roadway.
Only a two-way left turn lane or road striping is between you and the bus
You must stop. The law says a lane or group of lanes on either side of a two-way left turn lane is not considered a separate roadway. The manual says roadway striping by itself is not a physical separation of the roadway.
The road is undivided and the bus has flashing lights with its stop-sign arm out
You must stop, from either direction. Try the practice question on stopping for a school bus on an undivided road.
The bus is stopped in your direction of traffic
You must stop, also on a divided roadway. The divided-roadway exception is only for drivers who travel in the opposite direction.

Second violation within 36 monthsAt least $750Up to 6 months
Three or more violations within 36 monthsAt least $1,000At least 6 months, up to 1 year

How the school bus penalties work

These civil penalties apply to a driver who is responsible for not stopping as the law requires. Each amount is a minimum: the court must impose at least that much. A violation counts as a second or third one only when it comes within 36 months. For a second or later violation in that time, the court also directs ADOT to suspend the driver license. Arizona school zone speed limit: 15 mph

Permanent school crossing signs warn drivers that children may be crossing at any time of the day. At times, portable signs are also placed in the center of the roadway, and drivers must obey them. From the first portable sign to past the school crossing sign, the maximum speed is 15 mph. When the portable signs are not in place, the normal speed limit for the area applies. Where no limit is posted, the manual lists 15 mph when you approach a school crosswalk. Try the practice question on the school crossing speed.

Key takeaways

  • Stop before you reach a school bus that has stopped on the highway and shows its stop signal with alternately flashing lights in use, from either direction.
  • You need not stop on a highway with separate roadways if the bus is on a different roadway. A two-way left turn lane or road striping does not make a separate roadway.
  • Do not go until the bus moves, or until the signal and flashing lights are no longer displayed.
  • The court must impose at least $250 for a first violation, at least $750 for a second within 36 months, and at least $1,000 for three or more within 36 months. A second or later violation also brings a license suspension.

Arizona school bus law: common questions

Do I have to stop for a school bus on a freeway?

On a highway with separate roadways, the law lists two cases where you need not stop. The first is a bus on a different roadway. The second is a bus on a controlled access highway that is stopped in a loading zone that is part of or next to the highway, where pedestrians may not cross the roadway. In other cases, stop when the bus shows its signal and flashing lights.

Do I have to stop if the school bus lights are not flashing?

The stop duty in the law applies when the bus displays its stop signal and its alternately flashing lights are in use. Even when they are off, take care near the bus. The manual tells drivers to use extreme care near any stopped school bus, because a child may dart from the front or the rear of the bus.

How much is the ticket for passing a stopped school bus in Arizona?

Under A.R.S. 28-857(G), the court must impose a civil penalty of at least $250 for a first violation. For a second violation within 36 months, the minimum is $750 and the license is suspended for up to six months. For three or more within 36 months, the minimum is $1,000 and the suspension is six months to one year.

Do I have to stop for children at a school crosswalk in Arizona?

Yes. In a school crossing zone, the manual says to come to a complete stop when any person is in the crosswalk. There is often a crossing guard who helps children cross the roadway: follow the instructions of the guard. Passing another vehicle in a school crossing zone is prohibited.
