How to Get a California Driver's License at 18 or Older

informational·how to guide·

Where these California rules come from

This guide follows Vehicle Code 12509 for the permit and the supervising driver, and Vehicle Code 12814.6 for drivers under 18. It uses the California DMV driver's license page and instruction permit page, the DMV licensing fees and test preparation pages, and Sections 2 and 3 of the California Driver Handbook, as of 2026. When the law and a DMV page differ, this guide follows the law. Confirm each rule and fee with the California DMV before you go.

Do adults need driver education, a 6-month wait or practice hours?

You are 18 or older and never had a license in any state or country
You get an instruction permit, not a provisional permit, which is only for drivers under 18. Driver education, a 6-month permit period and 50 hours of practice are rules for applicants under 18. You keep the permit until you are ready for the drive test.
You see a 6-month wait, 50 hours of practice and driver training on the DMV permit page
These items are in the drive-test box of that page. The handbook puts them on applicants under 18. Ask a DMV office before you book your drive test.

Steps to get a first California driver's license at 18 or older

  1. 1

    Start the application

Fill in the California Driver's License or ID Card Application. You can start it online and finish it at a DMV office.

  2. 2

    Book a DMV office visit

Schedule an appointment and visit a DMV office to apply for the instruction permit.

  3. 3

    Bring your documents

Bring proof of identity and two proofs of residency (exceptions may apply to residency). Add a legal full name document if the name on your ID and application do not match, and give your Social Security number (exceptions may apply). See what to bring to the California DMV for the full list.

  4. 4

Pay the fee and pass the vision test

The application fee is non-refundable. For an original Class C license it is $46. You also pass a vision exam and have your photo taken.

  5. 5

    Pass the knowledge test

The questions are multiple choice, and all of them come from the California Driver Handbook. You need 80% to pass.

  6. 6

    Practice with your permit

Drive only with a qualified supervising driver. The rules for that driver are in the list below.

  7. 7

    Take the drive test

Pass a behind-the-wheel drive test to get your driver's license.

What happens at the vision test?

You take the vision test at the DMV office. If you take it with glasses or contact lenses, your license will have a corrective lenses restriction. If you do not pass, the DMV asks you to have your eye doctor complete a Report of Vision Examination (DL 62) form.

What time to arrive for the knowledge test

Arrive early. The DMV permit page says in-office knowledge testing must start before 4:30 p.m. Another DMV page says the DMV does not give knowledge tests within 30 minutes of closing. Check the hours of your DMV office before you go.

Who can supervise an adult permit holder in California

  • A California-licensed driver who is 18 or older, holds a valid license of the right class and is not on probation.
  • The driver must sit in the driver's compartment, where they can help you control the vehicle to avoid a collision.
  • The permit must be in your immediate possession while you drive.
  • If you are under 18 and in the provisional program, the supervising driver must be 25 or older, unless the driver is your parent, spouse or guardian or a licensed or certified driving instructor (Vehicle Code 12814.6).

How long an adult's permit and application last

The permit lets you drive for up to 24 months from the date of your application (Vehicle Code 12509). You must qualify for and receive the permit within 12 months of that date. The application and fee are valid for 12 months after you apply, so plan to finish your tests in that time.

California drive test day: what to bring and what to expect

  • A drive test appointment. Book it on the DMV appointment page.
  • Your instruction permit, and another California-licensed driver who is at least 18 years old.
  • A vehicle that is safe to drive for your test, with valid proof of insurance and vehicle registration.
  • The test starts with a pre-drive safety check of your vehicle. If the vehicle does not meet the requirements, the DMV reschedules your test.
  • During the drive, only the examiner may ride with you. The exceptions are training, service animals and certain law enforcement situations.
  • If you fail, a retest fee applies. The DMV fee page lists $9 for a Class C driving retest, and another DMV page shows $7. Confirm the amount with the DMV.

Key takeaways

  • An adult who never had a license in any state or country gets an instruction permit, not a provisional one.
  • Your supervising driver must hold a California license of the right class, be 18 or older and not be on probation.
  • The permit lets you drive for up to 24 months, but the application and fee are valid for 12 months. Plan your tests in that time.
  • Bring a licensed driver, a safe vehicle, and proof of insurance and registration to the drive test.

California first license over 18: common questions

Can I get a California permit at 17 and a half?

Yes. Vehicle Code 12509 lets the DMV issue a permit to a qualified person over 17 years and 6 months of age. You may skip the driver education and driver training certificates, but you cannot take the drive test until you are 18.

Does the DMV tell you which questions you got wrong on the knowledge test?

The DMV field office employee can tell you on which page of the handbook to find the correct answer to a question you missed. You are allowed three attempts to pass before you must reapply. A free practice question on knowledge test attempts checks this rule.

Can I use my backup camera or parking assist on the California drive test?

You may use a backup camera or a blind spot monitor, but it does not replace a visual check of your mirrors and blind spots. Driver assistance systems such as automated parallel parking, lane departure and adaptive cruise control are not permitted during the drive test.

What if I already have a driver's license from another state or country?

The DMV uses a different process. With a valid license from another state, you complete the application, give your Social Security number, prove your identity, show residency documents, pay the fee and pass a vision exam and the knowledge test. With a license from another country, you also pass a driving test. See switching to a California license after a move.
