Colorado License at 18 or Older: Adult Permit, No Waiting Period

informational·how to guide·

Where these Colorado rules come from

The Colorado Division of Motor Vehicles (DMV) sets out the steps on its adult permit page and its permit and license page for drivers under 21. The course rules from 2027 are on its HB24-1021 driver education page. This post also uses C.R.S. 42-2-104 and 42-2-106 (2024 edition), DMV Rule 17 and the DMV pages on pre-registration, the @Home test, documents and fees. The information is as of 2026. Confirm the rules with the Colorado DMV (dmv.colorado.gov) before you drive.

Who must start with a permit in Colorado at 18 or older?

You start with a permit if you have never had a license, or if your license has been expired or canceled for more than 12 months. Your age does not change this rule.

The DMV uses its adult permit steps for people 21 or older. At 18, 19 or 20, you follow its steps for drivers under 21. They are almost the same, but the license at the end is a minor driver's license.

Steps from no license to a Colorado license

  1. 1
    Study and practice

Read the Colorado Driver Handbook and take the DMV Practice Quiz. Both are on the DMV Driver Education page.

  2. 2
    Pre-register online

Pre-register online if this is your first Colorado license, permit or ID card. The confirmation does not replace an appointment, so you still book one at a driver license office.

  3. 3
    Pass the written test

Take the @Home Driving Knowledge Test online (60 minutes, on a desktop or laptop with a webcam) and bring proof that you passed. At 18, you need an adult older than 19 as a proxy for the @Home test. Or take the test in the office; if you pass, you can get your permit at the same visit with the required documents. You can retake the test as often as needed, but only twice in one day.

  4. 4
    Go to your permit appointment

After an @Home pass, you must make an appointment at a state driver license office. There you pass a basic vision exam, give fingerprints, have your photo taken and pay the fee. You leave with a paper temporary permit. The physical card comes by mail within 30 days.

  5. 5
Book and pass the driving test

The DMV does not book the driving test. You book it with an approved third party testing school, as the guide to the Colorado drive test and third party school scoring explains. After a fail you can retake it once per day, starting the day after.

  6. 6
Upgrade your permit to a license

If your name, address and other details have not changed, upgrade online; your receipt and your prior permit then serve as your temporary license. Otherwise, upgrade in person at an appointment with your valid permit and the fee. Carry the paper temporary license with your prior permit until the card arrives by mail (within 30 days).

Permit hold time and driving log from age 18

At 18 or older, you may take the driving test and apply for a license at any time after you receive your permit. You also need no logged supervised driving hours.

The 12-month hold and the 50-hour log are for applicants under 18, as this free question page shows: permit holding period for an applicant under 18.

Who can ride with you while you practice at 18 or older?

Your supervisor must be a licensed driver who is 21 or older and sits in the front passenger seat. That driver needs a valid Colorado driver's license, or a military ID with a valid out-of-state license.

Colorado law also says that you may drive on the permit only while it is in your immediate possession.

Colorado fees for the adult permit path (U.S. dollars, 2026)

Colorado fees for the adult permit path (U.S. dollars, 2026)
ItemAmountWhen you pay
Instruction permit (REAL ID)$20.00At your permit appointment
@Home Driving Knowledge Test$6.50 per tryWhen you take the test online
Written test retest (state fee)$11.50 per retestAt your appointment, or online through myDMV
Driving test retake (state fee)$15.40 per retakeAt your appointment
Driver's license or minor driver's license$34.00When you upgrade your permit

What to bring to the permit appointment

Bring the identity documents on the DMV Required Documents page. A U.S. citizen, permanent resident or citizen of a freely associated state can only be issued a REAL ID, which needs two proofs of your Colorado residential address. Each proof shows your full name and a current physical Colorado address (no P.O. box) and is dated within the last year.

If you are under 21 and have no government ID, bring a parent or legal guardian. That person signs an Affidavit of Identity at the appointment; it cannot be signed in advance.

Driver education at 18 to 20: the 2026 and 2027 rules

No driver education course is required for your age group.
You are 18 to 20 and you apply for your permit on or after January 1, 2027
You choose a 30-hour driver education course or a 4-hour driver awareness program, which must be in person, before you get the permit. The guide to the Colorado 2027 driver education requirement has the details.
You already have a permit before January 1, 2027
The change does not apply to you.
On or after January 1, 2027, you apply for a new permit after a permit or license was surrendered, canceled, suspended or revoked
You must meet the course rule for your age, which may mean taking a course (again).
You are 21 or older
The HB24-1021 course rules are for applicants under 21.

Your license at 18 to 20: a minor driver's license

Colorado law licenses a person 16 or older who has not reached 21 as a minor driver, and a person 21 or older as a driver. Your minor driver's license expires 20 days after your 21st birthday.

You can renew it no earlier than your 21st birthday. When you renew on or after that day, it becomes an adult license.

Moving to Colorado with an out-of-state permit at 18 to 21

You must buy a new Colorado permit before you get your license. If you apply before January 1, 2027, you do not need to take the written test again or complete driver education. If you are under 21, apply for a Colorado permit or license within 30 days of moving.

From January 1, 2027, ages 18 to 20 who apply for a Colorado permit must first complete a 30-hour driver education course or a 4-hour driver awareness course.

Key takeaways

  • At 18 or older, Colorado has no minimum time to hold a permit, so you can take the driving test right after you get it.
  • The path: pre-register, pass the written test, get the permit, practice with a licensed driver 21 or older, pass the driving test at an approved third party school, then upgrade.
  • Ages 18 to 20 get a minor driver's license. For permit applications from January 1, 2027, add a 30-hour driver education course or a 4-hour driver awareness program.
  • Next step: practice on the free Colorado Class R practice test. It is free and in English only, and its questions are practice questions, not the official test.

Frequently asked questions

I got my permit at 17. Do I still have to wait 12 months?

No. A permit holder under 18 must hold the permit for 12 months or until the 18th birthday, whichever comes first. Once you turn 18, you can take the driving test right away. If you turn 18 before you have held the permit for a year, you also do not need a driving log.

Do I need driver education at 18 in Colorado?

Not if you apply for your permit by December 31, 2026. For permit applications from January 1, 2027, people aged 18 to 20 must first complete a 30-hour driver education course or a 4-hour driver awareness program, in person. A permit you already hold before that date is not affected.

Do I need an Affidavit of Liability as an adult?

No. Colorado requires an Affidavit of Liability only for applicants under 18. At 18 or older, you bring your identity documents and two proofs of your Colorado address. Check the Required Documents page before your appointment.

How much does a Colorado adult permit cost?

The REAL ID instruction permit costs $20.00 and the license $34.00, so the two DMV card fees total $54.00. Each @Home try adds $6.50, each written retest $11.50 and each driving test retake $15.40. Ask the approved third party school what it charges for the driving test.

Does my Colorado permit expire when I turn 21?

It can. Colorado law sets an instruction permit to expire three years after it is issued. The DMV page for drivers under 21 says a permit is valid for three years or until your 21st birthday, whichever comes first. If you are 19 or 20, ask the DMV which date applies to you.
