Delaware DMV Documents: ID, SSN and Two Proofs of Residency
What documents do I need for a Delaware permit or license?
In Delaware, bring one identity and legal presence document (such as a U.S. birth certificate with a raised seal or a valid U.S. passport), proof of your Social Security number if you are eligible, and two proofs of Delaware residency from separate sources, each postmarked within the last 60 days. Add proof of any name change. Only originals or certified copies count.
Where these Delaware document rules come from
Delaware law on required proof is in Title 21, section 2711 of the Delaware Code. The document lists come from the Delaware Driver Manual (July 2026) and the DMV Guidelines for New Residents (revised February 2026). The $10 name-change fee comes from section 2720 of the Delaware Code, and the July 2026 Manual lists the same amount. This guide is current as of 2026. The DMV can change its document list, so check the list under "general requirements" on dmv.de.gov before your visit. Confirm the rules with the Delaware DMV (dmv.de.gov) before you drive.
Your Delaware DMV document checklist
| What to bring | What counts | Key rule |
|---|---|---|
| One identity and legal presence document | U.S. birth certificate, Certificate of Naturalization, Certificate of Citizenship, valid U.S. passport or an immigration document such as a Permanent Resident Card | Bring one. Your name must match on all documents. |
| Proof of your Social Security number (SSN) | Social Security card, W-2 or a pay stub with your full SSN | Needed if you are eligible for an SSN. |
| Two proofs of Delaware residency | Two items such as a utility bill, a bank record or a rental agreement | Separate sources, your physical address, the last 60 days. |
| Proof of a name change, if your name changed | Marriage license or civil union certificate with a raised seal, finalized court order or finalized divorce decree | A marriage certificate signed only by clergy does not count. |
Which document proves your identity and legal presence?
Delaware law requires proof of your name, date of birth, legal presence, SSN (if eligible), sex and Delaware address at any age. The DMV list asks for one document with your full legal name, date of birth and citizenship or legal presence.
A U.S. birth certificate must be an original or certified copy with a raised seal from the Bureau of Vital Statistics or the State Board of Health. Wallet cards and hospital records do not count.
A court order, a vital statistics letter or certified school records lead only to a non-compliant card and need a U.S. citizenship or legal presence document too.
What counts as proof of your Social Security number?
Bring one of these: your Social Security card, a W-2 tax form, an SSN 1099 form, a 1040 tax form or a pay stub that shows your full SSN. Medicare and Medicaid cards do not count. If your legal presence status makes you ineligible for an SSN, the list accepts an ineligibility letter from the Social Security Administration (SSA). With that letter, you can get only a non-compliant card.
What counts as two proofs of Delaware residency?
- Accepted: utility bills, credit card statements, auto or life insurance policies, bank account records, employment records, rental agreements and other non-personal mail.
- The two proofs must come from separate sources. Two bills from the same company do not meet the rule.
- Each proof must show your physical address. A P.O. box does not count.
- Each proof must be postmarked or received within the last 60 days.
- Mail must come through the USPS. UPS, FedEx and DHL deliveries do not count.
- Non-business letters and cards do not count.
What changes in your situation
Gold star or "Not for Federal ID": which card do you get?
A federally compliant license or ID card has a gold star in the upper right corner. A non-compliant card has the words "Not for Federal ID" printed in the upper margin. Only the compliant card works for domestic flights and for entering federal facilities. Without it, you need a passport or another accepted document.
You can convert a non-compliant license at any time with the documents for a compliant license. The Manual lists a $20.00 replacement license fee for this. A driving privilege card is for driving only and is not valid ID for any purpose. The driving privilege card steps are a separate process.
How to prepare for your DMV visit
- 1Match your names
Use the same full legal name on every document. If your personal information differs from the records of other agencies, such as a different date of birth or name, the DMV cannot issue a license.
- 2Collect originals
Put the original or certified copy of each document in one folder. A new resident also brings the out-of-state license, which the DMV keeps.
- 3Choose an office and a time
Apply in person in Delaware City, Dover, Georgetown or Wilmington. The 2026 DMV guide lists these hours: Monday, Tuesday, Thursday and Friday from 8:00 a.m. to 4:00 p.m., and Wednesday from 11:00 a.m. to 6:30 p.m. The DMV suggests that you arrive at least one hour before closing.
- 4Expect the eye screening and the fee
Each driver must pass an eye-screening examination. The Class D license fee is $50 and the license is valid for 8 years. The guide to the Delaware Class D cost and retest waiting period has the fee details.
Consent, Selective Service and honest answers
The DMV cannot license a person under 18 without the required signature of consent, usually from a parent, court-appointed custodian or guardian. Men aged 18 to under 26 who apply are registered with Selective Service: your signature on the application serves as your consent if you are not yet registered. False statements or invalid documents are perjury and can bring fines and a refusal of licenses.
Once you have the license, carry it each time you drive. Our Delaware question pages show what to show an officer at a traffic stop and what proof of insurance a Delaware-registered vehicle needs. They are free and in English only.
Frequently asked questions
Do I need two proofs of residency for a Level 1 Learner's Permit?
Not when your sponsor holds a Delaware driver license and lives at your address: then the DMV waives both residency proofs. If your sponsor lives somewhere else or has no Delaware license, bring two proofs. You still bring your identity document, your SSN proof, a document with your parents' or guardians' names and the application with your sponsor's signature.
Can I bring photocopies of my documents to the Delaware DMV?
No. The DMV takes only originals or certified copies, and it turns away photocopied, expired or altered documents. A U.S. birth certificate also needs a raised seal. For a document in another language, the DMV may also ask for a certified English translation.
What do I bring to renew my Delaware license?
Bring your current license: you turn it in, fill out an application and pass an eye screening. If you moved, the DMV may ask for proof of residency, and it may also ask for proof of your SSN or legal presence. Non-citizens must show their original immigration documents at renewal.
Can I use my divorce decree to go back to my old name?
Yes, if the decree is final and states your legal name. It must show both your new name and your previous name, and it must allow the return to the previous name. If your decree does not do this, a finalized court-ordered name change document also works.
I just moved to Delaware and have no bills yet. What can I use?
A U.S. Postal Service change of address confirmation form counts, and so does postmarked mail with a forwarding address label. A rental agreement or employment records also count. You need two proofs from separate sources, each with your physical address and from the last 60 days.
