Florida Permit Test Online: Who Can Take It and the Parent Proctor Form
Can you take the Florida permit test online?
Yes, but only if you are under 18. Any Florida applicant under 18 can take the Class E Knowledge Exam, the test for a learner's license (often called a permit), online through an FLHSMV-approved third party administrator. The exam has 50 questions, and you pass with 40 correct (80 percent). A parent or guardian must also complete a Parent Proctoring Form. Applicants 18 or older cannot test online.
Where the Florida online test facts come from
The testing rules come from the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) pages on the Class E Knowledge Exam and Driving Skills Test, the teen license frequently asked questions and the required forms for teens, plus the FLHSMV Graduated Driver License and Driver License Exams pages. The course rules come from sections 322.1615 and 322.095 of the 2026 Florida Statutes. This guide is current as of 2026. Confirm the rules with the Florida Department of Highway Safety and Motor Vehicles (flhsmv.gov) before you drive.

Under 18 or 18 and older: where you can take the test
Do you need a driver education course first?
Yes. Section 322.1615(1)(c) of the 2026 Florida Statutes requires a learner's license applicant to complete an FLHSMV-approved driver education course that meets or exceeds the Department of Education course 1900300. The FLHSMV teen license page of October 2026 asks for proof of Driver Education Traffic Safety (DETS) course completion. An older FLHSMV page still asks every applicant never licensed in any state or country for the Traffic Law and Substance Abuse Education (TLSAE) course. Section 322.095(1) asks for TLSAE only from applicants 18 or older in that case without a Department of Education course. The law wins. See our guide to the TLSAE and DETS courses.
What the Parent Proctoring Form is
The Parent Proctoring Form is the short name of the Parent/Guardian On-line Test Proctoring Form (71144). A parent or guardian must complete it when the minor took the Class E Knowledge Exam online through a third party administrator.
The form must be completed and signed in the presence of a driver license examiner. If the parent or guardian will not be present, the form must be notarized, which means signed in front of a notary public. Bring the form to the service center when you apply for your learner's license.
Forms a parent signs for an applicant under 18
- Parent Proctoring Form (71144), only if you took the exam online.
- Parental Consent Form (71142), signed in front of a driver license examiner or notarized. A step-parent may not sign unless he or she legally adopted the minor.
- Your license application, if you are not married. A parent or legal guardian signs it in front of the driver license examiner or agent, or a notary public.
- If you are in licensed out-of-home care, a foster parent, an authorized representative of a residential group home or a guardian ad litem may sign for you.
- The person who signs the application takes responsibility for your driving. If that person withdraws, your license is canceled.
What to do after you pass the exam online
- 1Get the parent forms ready
Have the Parent Proctoring Form and the Parental Consent Form notarized, or plan for your parent or guardian to sign them in front of the examiner at the service center.
- 2Gather your documents
Bring proof of identity, proof of Social Security number and proof of residential address. Our list of Florida driver's license documents shows what FLHSMV accepts.
- 3Visit a local service center
Go with the required documents and the fee. A $6.25 service fee applies to all driver license transactions in a tax collector office.
- 4Pass the vision and hearing test
This test is done in the service center. You do not take it online.
Random re-test after a third party test
After you pass with an authorized third party administrator, FLHSMV may pick you at random for a no-fee mandatory re-test without prior notice. FLHSMV pages cite sections 322.56(3)(b) and (e) of the Florida Statutes for this rule. The same rule applies to a Class E Driving Skills Test passed with a third party administrator. The re-test takes place in a driver license or tax collector office. After a re-test with a passing score, the license is issued.
Taking the permit test in a DELAP class at school
DELAP is the Driver Education Licensing Assistance Program of FLHSMV. Many high school driver education classes are authorized to give the Class E Knowledge Exam through DELAP. When you pass, your driver education teacher enters the result into FLHSMV test records, so you carry no score sheet to the service center. Not every school takes part. Ask your local high school if it is a current DELAP participant.

Florida online permit test: common questions
What if my parent cannot come to the service center?
Then have the forms notarized before your visit. The Parent/Guardian On-line Test Proctoring Form (71144) and the Parental Consent Form must each be signed in the presence of a driver license examiner, or notarized if the parent or guardian will not be present. A step-parent may sign only after a legal adoption.
Can I do the vision and hearing test online too?
No. A learner's license applicant must pass a vision and hearing test, and FLHSMV says that this testing is conducted in a service center. Online testing with an approved third party administrator is for the Class E Knowledge Exam, and only for applicants under 18.
What happens if I fail the random re-test?
A failed mandatory re-test means that a re-exam fee is collected at your next exam attempt. FLHSMV lists $10 for a Class E Knowledge Exam re-test. A $6.25 service fee applies to driver license transactions in a tax collector office. When you pass the re-test, the license is issued.
Can I take the Florida driving test online too?
FLHSMV lists online testing only for the Class E Knowledge Exam. The Class E Driving Skills Test is a series of maneuvers that shows if you can safely operate a vehicle. You can take it at a service center, with a driver license exam provider or a third party administrator, or through a DELAP high school course.
