Hawaii Instruction Permit at 15½: Supervisor, Night Hours, Renewal

informational·how to guide·

Where these permit rules come from

The age, supervisor, night-hours and under-18 rules come from the Hawaii Driver's Manual (2023 edition). The steps, fees, renewal and permit card rules come from the City and County of Honolulu Department of Customer Services: its Graduated Driver Licensing page, its driver license FAQ, and its pages on license requirements, procedures, the online permit test and the road test. Each county runs its own driver licensing offices, so readers on other islands should check the steps and fees with their county. This guide is current as of 2026. Confirm the rules with your county driver licensing office or the Hawaii Department of Transportation (hidot.hawaii.gov) before you drive.

Who can ride with you on a Hawaii instruction permit?

Your supervisor must be at least 21 and licensed to drive that type of vehicle. In all vehicles except motorcycles, the supervisor sits in the right front seat. The free practice question on who sits beside a permit holder tests this rule. Everyone in the car must use a seat belt or a child restraint. On Oahu, children under 4 must ride in a safety seat, and a minor driver must carry the permit.

Hawaii permit night driving: the 11 p.m. to 5 a.m. rule

If you are under 18 and drive between 11:00 p.m. and 5:00 a.m., your parent or guardian must be with you. The practice question on night-time permit supervision shows how the rule works for a 17-year-old. The Honolulu rules add two points: the parent or guardian must sit next to you, and a motorcycle or moped permit allows no riding in the hours of darkness and no passenger.

How to get the permit (Honolulu steps)

  1. 1
    Book an appointment

Schedule an AlohaQ appointment at the nearest driver licensing center and apply for a type 3 (car) permit.

  2. 2
    Take the written test

The written test has 30 multiple-choice questions. Study the Hawaii Driver's Manual for it. You can take the test online before your appointment or at the center.

  3. 3
    Pass the vision test

The eye test is done at the driver licensing center.

  4. 4
    Bring your documents

Bring original or certified documents for legal presence, legal name, date of birth and Hawaii residence. Since June 18, 2021, Social Security number documents are optional.

  5. 5
    Pay the fees

At the appointment, the permit costs $5. If you did not take the test online, you also pay the $2 written test fee.

  6. 6
    Receive the permit

After you pass the eye test and written test, you get a temporary type 3 permit. The plastic permit comes by mail, about six to eight weeks later.

Hawaii permit rules for applicants under 18

If you are younger than 18, each living parent or legal guardian must give consent, unless you are married or emancipated. In Honolulu, both parents named on the birth certificate sign the parental consent form at the appointment. A parent who cannot come must have the form notarized, and faxed, photocopied or emailed forms are not accepted. If one parent has full custody, bring papers that show it. You also need a certified copy of your birth certificate. The guide to permit documents and the parent consent affidavit covers each document.

How long is a Hawaii instruction permit valid?

The permit is valid for one year, as the practice question on permit validity shows. You cannot renew it by mail. On Oahu, make an AlohaQ appointment and renew in person at a driver licensing center or a satellite city hall (Downtown, Hawaii Kai, Pearlridge or Windward City). Bring your permit and your identity documents. There is no limit on the number of renewals, as long as you renew on time.

When to renew a Hawaii permit (Honolulu rules)

You renew from 30 days before the expiration date up to that date
You do not retake the knowledge test, and the permit renews for another year.
You renew 1 to 30 days after it expires
You do not retake the knowledge test, because the grace period is 90 days.
You are a minor and renew 31 through 90 days after it expires
You do not retake the knowledge test, but your road test date is 180 days after your renewed permit is issued.
It expired more than 90 days ago
You must retake the written test.

How long must you hold the permit before the road test?

A minor must hold the instruction permit at least 180 days before applying for a provisional license, and must show the driver education certification before the road test. On the test day, the permit must be current, not expired. On Oahu, you also bring a licensed driver who is 21 or older with a valid license.

Hawaii instruction permit: common questions

Can an 18-year-old supervise my Hawaii permit driving?

No. The Hawaii Driver's Manual says your supervisor must be at least 21 and licensed to drive that type of vehicle. A friend who is 18 or 19 does not qualify, even with a full license. An older sibling, relative or family friend who is 21 or older and licensed can supervise you in the daytime.

Can I take the Hawaii permit test online?

Yes, for a Class 3 (car) permit only. In Honolulu, you can take the online test up to 60 days before your appointment. After you pass, you have 60 days to bring all your documents to a driver licensing center and get the permit. The Honolulu online fee is $12.

What do I do if I lose my Hawaii instruction permit?

On Oahu, apply for a duplicate by appointment at a driver licensing center or a select satellite city hall, and bring a photo ID. The fee is $6. A temporary permit takes about 3 to 5 business days, and the plastic permit 6 to 8 weeks. If you will not drive in that time, you can ask for an exact replacement online.

Do my parents have to come with me to get a permit?

Not always. In Honolulu, parents are encouraged to come, but they do not have to if you have all your documents and a notarized parental consent affidavit signed by the right parents or guardians.

What if my Hawaii permit expires while I am deployed overseas?

If you are on active duty and deployed overseas, Honolulu honors the renewal of your instruction permit for 90 days after you return to the United States. Bring the original or a certified copy of your deployment papers. They must show the date of return, how long you were deployed and where.
