Hawaii Limited Purpose Driver's License: No SSN or Legal Status Needed
Can I get a Hawaii driver's license without legal status or a Social Security number?
Yes. Since January 1, 2016, Hawaii has offered a limited purpose instruction permit, provisional license and driver's license. You need no proof of legal presence and no proof of a Social Security number (SSN). You still prove your legal name and date of birth with one listed document, and your Hawaii residence with two. The license is for driving only and is not REAL ID.
Where these facts come from
The rules come from the Hawaii Department of Transportation (HDOT) pamphlet About Hawaii's Limited Purpose Instruction Permit, Provisional Driver's License and Driver's License (revised 2019), the City and County of Honolulu limited purpose driver's license page and the HDOT driver's license page. The 2023 Hawaii Driver's Manual and the Honolulu fee, graduated licensing, online test and FAQ pages give the other details. Each county issues its own licenses, and the fees and test steps here are Honolulu (Oahu) rules. This guide is current as of 2026. Confirm the rules with your county driver licensing office or the Hawaii Department of Transportation (hidot.hawaii.gov) before you drive.
What the limited purpose license is
The limited purpose license lets people who do not have documents that prove lawful status or a Social Security number drive legally in Hawaii. It comes in three stages: a limited purpose instruction permit, a limited purpose provisional license and a limited purpose driver's license.
Legal presence means that you are a U.S. citizen or are legally authorized to be in the U.S. You do not have to prove it for this license. The 2023 Hawaii Driver's Manual describes the SSN case in its own words: a driver who chooses not to give an SSN, or cannot give one, may get a limited purpose license.
What you must and must not prove
| Item | Needed for the limited purpose license? |
|---|---|
| Legal presence (citizen or legally authorized to be in the U.S.) | No |
| Social Security number | No |
| Legal name | Yes, with a listed document |
| Date of birth | Yes, with a listed document |
| Hawaii principal residence | Yes, with any two listed documents |
Documents that prove your name and date of birth
- A valid, unexpired consular identification document from the consulate of your country of citizenship.
- An official school or college transcript that shows your date of birth.
- An official school or college ID card with your full name and photo. If it has no date of birth, it proves your name only, so bring a second document that shows your date of birth.
- DHS Form I-20 or Form DS-2019, the forms of international students and exchange visitors.
- Other listed documents, such as a marriage license, a foreign student ID or a foreign driver's license. A document that is not in English needs a certified translation or an affidavit of translation.
Documents that prove where you live in Hawaii
Show any two documents that have your name and the address of your principal residence in Hawaii. A utility bill or a bank account statement not more than two months old counts. If you live with a spouse, parent, guardian or another person whose address can be verified, a Hawaii principal residence address affidavit works, notarized within two months of your application. Homeless applicants may use the address of their shelter, or general delivery at the nearest post office. A P.O. Box counts only if no street address has been assigned for U.S. mail.
Bring originals or certified copies. Our guide to Hawaii permit documents compares them with standard documents.
How to get a Hawaii limited purpose license, step by step
- 1Contact your county driver licensing office
Each county issues its own licenses. Call the City and County of Honolulu at (808) 768-9100, the County of Hawaii at (808) 961-2222, the County of Kauai at (808) 241-4242 or the County of Maui at (808) 270-7363.
- 2Gather your documents
Collect one document for your legal name and date of birth (two, if the first one has no date of birth), plus two documents for your Hawaii address. Use originals or certified copies.
- 3Take the written test
In Honolulu, you take the online test first and then go to a driver licensing center. Online registration asks for the last five digits of an SSN, so if you have no SSN, ask your county office how to take the written test.
- 4Apply for the limited purpose instruction permit
Give your documents at the licensing center when you apply for the permit. The permit is valid for one year.
- 5If you are 16 or 17, complete the provisional stage
Hold the permit for at least 180 days, complete a State certified driver education course and pass a road test. The limited purpose provisional license is for ages 16 and 17.
- 6Pass the road test and get your license
Each stage is issued when you meet all other applicable requirements, such as the road test. After you pass the road test, you do not give your documents again.
How long each stage lasts and what Honolulu charges
| Credential | How long it is valid | Honolulu (Oahu) fee |
|---|---|---|
| Instruction permit | One year. Renew it for another year from 30 days before to 90 days after it expires. | $5 |
| Provisional license (ages 16 and 17) | Until your 19th birthday | $5 per year or part of a year |
| Driver's license, age 24 or younger | 4 years | $20 |
| Driver's license, ages 25 to 71 | 8 years | $40 |
| Driver's license, age 72 or older | 2 years | $10 |
Late permit renewal and other Honolulu fees
Medical restrictions can make any Hawaii license term shorter. Under the Honolulu graduated licensing program for drivers under 18, a permit renewed more than 30 days after it expires means a 180-day wait before you can take a road test. Our free question page on how long a Hawaii instruction permit is valid checks the one-year rule.
Honolulu also charges $8 for the road test (U.S. dollars, as of 2026). Ask your county office which fees apply to a limited purpose license. On Maui, Kauai or the Island of Hawaii, see permit test fees by county and call your county.

Hawaii limited purpose license: common questions
Can a 16-year-old get a Hawaii limited purpose license?
Yes. The limited purpose provisional license is issued to applicants ages 16 and 17. Before you apply, you must hold a valid instruction permit for 180 days, complete a State certified driver education course and pass a road test. The provisional license expires on your 19th birthday.
Can a U.S. citizen get a Hawaii limited purpose license?
Yes. U.S. citizens and foreign-born applicants alike can choose it, and every applicant gives documents for legal name, date of birth and Hawaii residency. You can hold only one REAL ID compliant credential, so a person with a REAL ID compliant Hawaii state ID card can keep that card as the REAL ID and get a limited purpose license or permit to drive.
Does a consular ID work as proof of my name and date of birth?
Yes. A valid, unexpired consular identification document from the consulate of your country of citizenship is on the list for legal name and date of birth. You still need two documents that show your name and Hawaii address, for example a current rental agreement for six months or more and a utility bill not more than two months old.
Can I drive in other states with a Hawaii limited purpose license?
Check with that state before your trip. HDOT tells limited purpose license holders to ask the driver licensing agency of the state where they plan to drive. If you fly there, remember that the license is not REAL ID, so you may need extra screening or other documents at the airport.
