Hawaii Road Test: Vehicle Pre-Check, Examiner and No-Show Rule

informational·how to guide··

Where these road test rules come from

The pre-check list, the fee, the appointment rules and the no-show rule come from the City and County of Honolulu road test page. The drive and the Category 3 skills come from the 2023 Hawaii Driver's Manual. The Honolulu Department of Customer Services pages on road test tips and license requirements, and its news releases on fuel and the paper temporary license, add the scoring, the hours and the newest changes. This guide is current as of 2026. Each county runs its own driver licensing, so these are Honolulu (Oahu) rules, and the rules on Maui, Kauai and Hawaii Island can differ. Confirm the rules with your county driver licensing office or the Hawaii Department of Transportation (hidot.hawaii.gov) before you drive.

How to book a Honolulu road test

A road test needs an appointment. The Honolulu road test fee is $8 (U.S. dollars) and non-refundable, and online payment takes a Visa, Mastercard or Discover credit or debit card. Road tests are normally given Monday through Friday, 8:00 a.m. to 3:30 p.m., except state holidays, so check the hours when you book. The five Oahu licensing centers that give road tests are Kapahulu, Kapolei, Koolau, Wahiawa and Waianae. Honolulu does not offer walk-in standby. Instead, a next-day standby list opens online by 4:30 p.m. for the next business day, and you sign up and pay online. Waianae and the Commercial Driver Licensing Office do not use this list.

Vehicle pre-check: what the examiner looks at

Vehicle pre-check: what the examiner looks at
ItemWhat your car needs
FuelAt least 1/4 tank of gas, or a 25% charge for an electric vehicle. Too little fuel for the whole test is an automatic failure on Oahu.
License plateFront and rear plates securely mounted. A plate that is faded, bleached, peeling or hard to read counts as damaged and must be replaced.
Plate coverNone. Any cover, even a clear one, keeps the car from passing.
Window tintMust meet state law, be approved by an official safety inspection station and be noted on the inspection certificate. Windows that look too dark can be checked with a tint meter.
WindshieldNo crack or chip larger than a dime. Stickers only in the lower right corner, at most four inches by six inches.
Lights and hornTurn signals and brake lamps work, and their lenses are not cracked or broken. The horn is audible.
TiresAll lug nuts in place and tread at least 2/32 of an inch. The practice question on how bald tires affect driving covers why.
DashboardGauges work and no warning lights are on.
Inside the carSeat belts are clean and work. Door handles, windows and locks work. Seats and floor are free of obstructions, odors, insects and animal fur.

What to bring to the Honolulu road test

  • Your current, valid Hawaii instruction permit.
  • A licensed driver age 21 or older with a valid license. This person must be present when you are called for the test and through its completion.
  • A current vehicle registration certificate (a temporary dealer registration is not accepted) and a current Hawaii motor vehicle insurance card. The vehicle identification number (VIN) on both must match.
  • A current vehicle inspection certificate, with the decal on the vehicle.
  • Original documents only: photocopies, fax copies and computer-generated documents are not accepted.
  • If you are under 18: an instruction permit held for at least 180 days, plus the Driver Education and Behind-the-Wheel student completion certificates. The guide to Hawaii driver education certificates explains how to get them.
  • An electronic insurance card is accepted if you open it from your insurer's app or site. Download the app before check-in and carry your phone during the test.

Rental, company or new car: what changes

You use a rental car
Bring the original registration, the inspection certificate and the Hawaii insurance card. You must be listed on the rental contract.
You use a company vehicle
Bring a signed letter on company letterhead that authorizes you to use the vehicle. It lists your name, the plate, the make, the VIN and the test date.
You use a new car with a temporary plate
Bring the sales contract, the vehicle inspection certificate and decal, and a Hawaii insurance card. The current temporary plate must be attached to the car.
You plan to use an autocycle
Use a different vehicle. The manual says you may not use an autocycle for the Category 3 performance test.

How to avoid a no-show

  1. 1
    Book and pay

Book online with your instruction permit number, your first and last name and your date of birth, and pay the $8 fee.

  2. 2
    Watch for the reminders

You get reminder emails and text messages seven days before the appointment and again the day before.

  3. 3
    Cancel or reschedule early

If you cannot keep the appointment, cancel or reschedule it before 6 a.m. on the day of the appointment.

  4. 4
Plan to arrive 30 minutes early

Honolulu asks you to arrive at least 30 minutes before your appointment time. Five or more minutes late counts as a no-show.

  5. 5
Know the cost of a no-show

You forfeit the prepaid fee, you cannot book another road test for 60 days, and you must prepay a new fee.

What the examiner checks during the drive

The examiner scores your driving skills behind the wheel. The manual says you must start the vehicle and drive through a business district, signal, turn, start and stop correctly, move off on a slight grade without rolling backwards, and parallel park. The practice question on how to begin a parallel park tests the first step. Points come off every time you miss something or make a mistake. A dangerous action, a serious violation, refusing to follow instructions or an accident fails the test automatically. At the end, the examiner explains your results and tells you how to process your license or book another test.

After you pass the Honolulu road test

Your road test score is valid for 30 days. If you have outstanding violations, clear them with the Traffic Violations Bureau within 30 days of passing, or you must retake the road test. After processing, you get a temporary paper license valid for 60 days. Since October 19, 2026, all Honolulu DMV locations print it as a black-and-white 8.5 by 11 inch page, and it lets you drive legally right away. The TSA does not accept it at airport security, so carry another approved ID, such as a U.S. passport, if you fly. The plastic card comes by mail within five weeks.

Key takeaways

  • The road test starts with a vehicle pre-check. If the car fails it, the test is rejected.
  • Bring your instruction permit, a licensed driver age 21 or older, and original registration, insurance and inspection documents with matching VINs.
  • Fill the tank to at least 1/4 (or charge to 25%), and remove any plate cover.
  • Arrive 30 minutes early. Five or more minutes late is a no-show with a 60-day wait, so cancel or reschedule before 6 a.m. if you cannot go.
  • Next step: practice on the free Hawaii Class 3 learner's permit practice test.

Hawaii road test: common questions

Can I use my phone, dash cam or backup camera on the Hawaii road test?

No phone use and no dashboard camera during the exam, and the car's self-parking feature is prohibited. You may have a backup camera, but for the stall reversal and parallel parking you must do a proper head check and not rely on the screen. If you show an electronic insurance card, keep the phone with you and do not use it while you drive.

How long does the Hawaii road test take?

In Honolulu, plan for up to one hour in total. That time covers the drive, safety and sanitation measures, the document review, the vehicle inspection and processing. Honolulu also asks you to arrive at least 30 minutes before your appointment time to check in.

Can I get my money back if I miss my road test?

No. The $8 road test fee is non-refundable, and a no-show forfeits the prepaid fee. A no-show also blocks a new booking for 60 days, and then you prepay a new fee. If you cannot go, cancel or reschedule before 6 a.m. on the appointment date so that it does not count as a no-show.

Do I need a safety inspection sticker for the Hawaii road test?

Yes. In Honolulu you need a current vehicle inspection certificate, and the inspection decal must be on the vehicle. The car must meet all safety inspection standards, and the Hawaii Driver's Manual says that all vehicle safety defects must be fixed before the test.

Can I take my road test in a Jeep or a convertible?

Yes, if the car passes the pre-check. For a convertible or a Jeep-type vehicle, the top must be closed and locked over the passenger compartment during the test. You bring the same registration, insurance and inspection documents as for any other car.
