Iowa Special Minor's Restricted License at 14 1/2: School Permit Rules

informational·how to guide·

Where the Iowa SMRL facts come from

The rules come from Iowa Code 321.194, the law on the license, and Iowa Code 321.191 (fees), 321.180B (intermediate license) and 321.276 (phones). Iowa Administrative Code chapters 761-602 and 761-615 add the validity and suspension rules. The forms and examples come from the Iowa DOT SMRL page, its guide for schools, its intermediate license page and its fee table. This guide is current as of 2026. Confirm the rules with the Iowa DOT (iowadot.gov) before you drive.

Who can get an Iowa special minor's restricted license?

  • You are at least 14 1/2 years old and under 18.
  • You held an Iowa instruction permit, or a comparable permit from another state, for at least six months right before you apply.
  • In those six months you had a clean record: no suspension, no at-fault crash and no conviction for a traffic violation. Parking tickets do not count.
  • You finished an Iowa-approved driver education course. The law does not require the course if you show the Iowa DOT that it would be a hardship.

How the SMRL fits between the permit and the intermediate license

The SMRL is an optional step. It lets you drive alone to school or work, with limits, before you can get an intermediate license at 16. It replaced the Minor School License when Senate File 2109 took effect on July 1, 2024, so some school and parent pages still use the old name. It does not cover a commercial vehicle, a vehicle with more than two axles, or towing.

How to apply: forms 430021 and 430022

  1. 1
    Get form 430021 signed

Your parent or guardian downloads, completes and signs the Affidavit for Special Minor's Restricted License (form 430021). Your school authorities, or your primary homeschool instructor, also sign it to certify that you are enrolled. The signatures must be live: no e-signatures or stamps. The school official who signs is not responsible for how you use the license.

  2. 2
    Book a DMV appointment

Make an appointment to bring the completed form 430021 and get your license issued. You also take a drive test at the DMV if your driver education instructor asks for it, or if you finished the Parent-Taught Driver Education Program.

  3. 3
Carry form 430022 every time you drive

Your parent or guardian completes the Parental Consent for Special Minor's Restricted License (form 430022). It lists your approved driving places, such as your job, and up to three homes where you live. Carry it in the car on every trip, also to school, and show it to a police officer when asked. If your job changes, your parent completes a new form before you drive alone to the new place.

Where and when you can drive alone with an SMRL

Where and when you can drive alone with an SMRL
QuestionRule
Where? The most direct route between your home, your school or homeschool location, your job, farm work and the closest gas station.
How far?25 miles or less. A public school student who lives in the school district may drive to school for classes at any distance.
Why?Classes, school-sponsored activities, a work shift that your parent approved, farm work, and a stop for fuel.
When?Only in the hour before and after each start and end time of school, the activity, the work shift or the farm work.
Phone?Iowa's hands-free law applies to all drivers: use a phone only in hands-free or voice mode. The DOT SMRL page still tells teens not to use a phone at all. Try our free question on hands-free phone use.
Not allowedActivities that are not school-sponsored, such as club sports or a church group.

What does the one-hour rule mean in real life?

If school starts at 8 a.m. and ends at 3 p.m., you can drive alone from 7 to 8 a.m. and from 3 to 4 p.m. At other times, you need adult supervision: your parent, guardian or custodian, a family member at least 21, a driver education instructor, or a person at least 25 with written permission from your parent. The adult must have a valid driver's license. With a supervising adult, you may drive at any time.

How many passengers can you carry with an SMRL?

  • When you drive alone, you may carry only one unrelated minor passenger. That is a person under 18 who is not your sibling, your stepsibling or a child who lives in your household.
  • Siblings and other minors who live with you do not count, so you can carry them and one friend.
  • You may not carry more passengers than the number of seat belts in the vehicle.
  • You may drop off or pick up passengers only at your school of enrollment, for classes or school-sponsored activities.

What happens if you break the SMRL rules?

  • The Iowa DOT must suspend the SMRL for three months for each ticket for a traffic violation (parking excepted), each violation of the license restrictions and each at-fault crash.
  • A violation of the SMRL restrictions counts as a moving violation.
  • Each suspension needs its own three-month wait, and suspensions may run at the same time. A suspension ends when you turn 18.
  • To reinstate, make an appointment at the DMV and pay a $20 reinstatement fee and a $10 duplicate license fee.
  • The six-month clean record period starts again on the day you reinstate.
  • Each violation also delays your intermediate license by three more months after your 16th birthday. See our guide to Iowa teen driver penalties.

How long is the SMRL valid, and what is the fee?

How long is the SMRL valid, and what is the fee?
ItemRule, as of 2026
ValidityFour years or until you turn 18, whichever comes first (Iowa Administrative Code 761-602).
Fee by law$8 (Iowa Code 321.191).
DOT fee tableThe DOT table shows $16 for 4 years. Confirm the fee with the Iowa DOT before you pay.

What comes after the SMRL?

You are 16 and held the permit, or the permit and the SMRL, for a total of 12 months
You can apply for the intermediate license. By law you also need 20 hours of supervised driving, 2 of them at night, and you must finish any suspensions and delays from SMRL violations. Read our guide to the Iowa intermediate and full license, or try our free question on the practice needed before an intermediate license.
You leave the school that signed form 430021
The school can withdraw its certification. The Iowa DOT then changes your SMRL back to an instruction permit until you can get an intermediate license. A school cannot ask to remove the SMRL for any other reason.

Key takeaways

  • At 14 1/2, after six months on the instruction permit with a clean record and driver education, an Iowa teen can get an SMRL.
  • Form 430021 needs live signatures from a parent and the school or homeschool instructor. Form 430022 stays in the car on every trip.
  • Solo trips go to school, school-sponsored activities, work and farm work, 25 miles or less in most cases, in the hour before and after each start and end time.
  • Each ticket, restriction violation or at-fault crash brings a three-month suspension and delays the intermediate license.

Iowa SMRL: common questions

Can I drive to a friend's house with an SMRL?

No, not alone. You may drive alone only to and from school, school-sponsored activities, your job, farm work, your homeschool location and the closest gas station. A trip to a friend's house is legal only with adult supervision, for example a parent or a family member who is at least 21.

Can I drive between my mom's and dad's houses with an SMRL?

No. You cannot drive between your homes, even when your parent lists both on form 430022. You can drive from one parent's house to school, an activity, work or farm work, and then to the other parent's house at the end of the day. The form can list up to three homes where you live.

I drove over 25 miles to my private school with a minor school license. Can I still do that?

No. Since July 1, 2024, the SMRL has replaced the Minor School License, and you can drive alone to a private school only when it is 25 miles or less from your home. The any-distance rule is only for a public school student who lives in that school district and drives to classes.

Can a homeschool student get an SMRL in Iowa?

Yes. Your primary homeschool instructor signs form 430021 in place of the school and certifies that you are enrolled. Your parent or guardian signs it too. When you drive alone, you are limited to a 25-mile driving distance.

Can I drive to an away game to watch my school play?

No, not alone. You may drive alone to your own school to watch or take part in school-sponsored events. You may not drive alone to another school only to watch a game. You can go to the away game with a supervising adult in the car.
