Kentucky Full License at 17: Driver Education Course and Next Steps
When can I get my full operator's license in Kentucky?
In Kentucky, a driver under 18 can apply for the full operator's license at 17, after at least 180 days on the intermediate license with no listed conviction and a completed driver training program. If your first permit came at 18 to 20, you hold it at least 180 days; at 21 or older, at least 30 days. Then you pass the road skills test.
Where these Kentucky rules come from
The age, the 180 days and the course rule come from KRS 186.454, plus KRS 186.410, 186.450, 186.452, 186.574, 189.292, 189.294 and 601 KAR 13:110 on the Kentucky legislature site. The upgrade steps, the course price and the road test rules come from the Kentucky Driver Manual (updated July 23, 2026) and the Kentucky State Police driver testing page. The role of the Driver Licensing Regional Offices comes from the Kentucky Transportation Cabinet. The rules are current as of 2026; the 2025 law took effect March 25, 2025. Confirm the rules with the Kentucky Transportation Cabinet (drive.ky.gov) and the Kentucky State Police before you drive.

The path from permit to full license at ages 15 to 17
Kentucky uses graduated licensing for teens. You can apply for an instruction permit at 15. At 16, after at least 180 days on the permit, you can apply for an intermediate license. For that step, a parent or guardian signs a statement that you drove at least 60 hours with supervision, including at least 10 hours at night. You then hold the intermediate license at least 180 days before you apply for the full license at 17. Our free question on the earliest age for a full license tests this rule, and our guide to the Kentucky intermediate license covers the middle step.
What can delay your full license at 17?
- Each violation below during the intermediate phase adds at least 180 days, counted from the date of the violation, before you may apply for the full license.
- A conviction for a moving violation that carries points.
- Texting while driving: writing, sending or reading a text message on a phone while the car moves on the road.
- Any phone use while driving under 18, except a call for medical help or the police in an emergency.
- Driving under the influence (DUI).
- A break of an intermediate license rule: driving without the license on you, driving between midnight and 6 a.m. without good cause such as school, work or an emergency, or driving with more than one unrelated passenger under 20.
Which driver training programs count
| Program | What the sources say |
|---|---|
| Driver's education course from a school district | Counts. A high school that gives credit for the course tells the Cabinet when you complete it. |
| Licensed driver training school | The school must hold a Kentucky license, and its course must meet Cabinet minimum standards. The manual says the course includes four hours of classroom training. |
| State traffic school, classroom | Free when you take it to meet the course rule. The Cabinet runs at least two new driver classes in each county every year. |
| State traffic school, online | A Cabinet-approved website. The vendor charges a fee, and the July 2026 manual gives the online price as $12.50. |
When can you start driver's ed, and how long is the class?
If you apply for a permit before 18, you must enroll in one of the programs at any time from age 15 to your 18th birthday. Enrollment alone is not enough: you must complete the program before you move to the full license. A classroom class at state traffic school or a licensed school has at least four hours of highway safety training.
How adults 18 and older get the full license
The course rule is for drivers whose permits were issued under 18. If your first permit came at 18 or older, you wait out the permit time in the table above. Then you book the road skills test with Kentucky State Police; our guide to booking a KSP driver testing appointment shows how. After you pass, you go to a Transportation Cabinet Regional Office to apply for the license card. Our free question on a first permit at 21 tests the 30-day rule.
How to upgrade to a full license
- 1Check your dates
Count at least 180 days on your intermediate license, and make sure that you are 17 or older.
- 2Finish a driver training program
Complete a school district course, a licensed driver training school course or state traffic school.
- 3Make sure the Cabinet has your completion
Alive at 25 and the online provider RightLane send completions to the Division of Driver Licensing for you. Allow two full business days for processing. For any other course, you must send the completed form or transcript yourself.
- 4Book a Driver Licensing Regional Office appointment
You can schedule at any Driver Licensing Regional Office. The Kentucky Transportation Cabinet runs these offices, and Kentucky State Police still oversee the written and road tests.
- 5Bring proof of residency if your address changed
You need one valid proof of residency, or two for a REAL ID, if the address on your intermediate license is not up to date.
- 6Leave with a paper temporary license
The office issues a temporary license printed on paper. You use it until the license card comes by U.S. mail.

Kentucky full license and driver education: common questions
Do I need driver's ed if I get my first permit at 18 or older?
The driver training rule is for people who apply for a permit before 18. If your first permit comes at 18 to 20, you hold it at least 180 days before the road skills test; at 21 or older, at least 30 days. If you got the permit before 18 and are now older, you still need the program and 180 days on the permit.
Is online driver's ed accepted in Kentucky?
Yes. State traffic school has an online version on a Cabinet-approved website, run by a vendor that charges a fee. The July 2026 Kentucky Driver Manual gives the online price as $12.50. If you finish with the online provider RightLane, your completion reaches the Division of Driver Licensing without your help; allow two full business days before you ask for the full license.
Does my high school driver's ed class count?
Yes. A driver's education course from a school district is one of the three programs in Kentucky law. A high school that gives credit for the course must tell the Transportation Cabinet about each student who completes it. Before your Regional Office visit, make sure that the Cabinet has your completion.
What if I turn 18 before I finish the intermediate phase?
Kentucky law lets an intermediate license holder who is 18 or older apply for the operator's license once the driver training program is complete. If you turned 18 while you still held only the permit, you need at least 180 days on the permit and the completed program before you apply.
