What to Bring to Your Kentucky Permit Test: Documents and REAL ID

informational·how to guide·

Where the Kentucky permit document rules come from

The document lists come from the Kentucky Driver Manual (updated July 23, 2026) that the Kentucky State Police (KSP) publish, and from the KSP driver testing page and appointment instructions. The law comes from KRS 186.412, 186.410, 186.4121, 186.450 and 186.470 and the regulation 601 KAR 13:070. The Kentucky Transportation Cabinet (KYTC) issues the permit at its Driver Licensing Regional Offices. This guide is current as of 2026. Confirm the rules with the Kentucky Transportation Cabinet (drive.ky.gov) and the Kentucky State Police before you drive.

Bring originals, not photocopies

Photocopies are not accepted for any required document. A certified copy of a birth certificate counts, because the manual lists it next to the original. Bring every paper to your written and vision test appointment with KSP. Your KSP confirmation email also lists the items to bring, so read it again before the test day.

What you need for a travel ID (REAL ID)

A travel ID (REAL ID) is your choice. Kentucky law lets each permit applicant pick a voluntary travel ID or a standard document. The one extra paper is a second proof of Kentucky residency: two proofs instead of one, at every age. The other documents in the table stay the same. The cabinet keeps a scan of your birth certificate only when you apply for a travel ID.

Can a non-citizen get a REAL ID in Kentucky?

You are a permanent resident
Yes. The manual says permanent residents are eligible to apply for a REAL ID. Kentucky law asks you to show an I-551 card with your photo, or a passport or form with your photo that is stamped "Processed for I-551".
You are not a U.S. citizen or a permanent resident
No. The manual says non-U.S. citizens are not eligible for a REAL ID, so you get a standard permit or license. Bring the U.S. Department of Homeland Security papers that allow you to be in the United States.
You are a non-citizen and need the written test
You may apply at any Driver Licensing Regional Office. If a test is required, book the KSP appointment first.

What counts as proof of Kentucky residency?

Kentucky law (KRS 186.412) asks for proof of Kentucky residency and names examples: a deed or property tax bill, a utility agreement or utility bill, or a rental housing agreement. Other papers can also count. Before the test, check your papers with the KYTC iDocument Guide, as the KSP driver testing page advises. The address must be a Kentucky home address, not only a post office box. At 18 and older, the proof must be dated less than one year.

Name changes, guardians and a missing Social Security card

You are 18 or older and your legal name, date of birth or gender is different from your identity document
Show legal proof of the change. Update your name on your Social Security card before you apply. A birth certificate, name-change court order, marriage license, divorce decree or other legal document proves a name change. A Social Security card alone does not.
A legal guardian, not a parent, signs for a teen under 18
The guardian brings a certified copy of the court-ordered guardianship papers, signed by a judge. A parent can show the teen's birth certificate.
You do not have a Social Security number
Kentucky law accepts a letter from the Social Security Administration that declines to issue you a number. All other applicants bring the Social Security card.

Under 18: the parent or guardian and the school form

Kentucky law grants a permit to a teen under 18 only when a parent or legal guardian signs the application. The parent or guardian signs at the testing location, so that an official can witness the signature and check guardianship. The application also includes consent to release school attendance and academic information. A regulation asks for a School Compliance Verification executed within the preceding 60 days, so ask your school for the form close to your test date. Our guide to the Kentucky No Pass/No Drive law explains the school rule.

What to bring on test day at KSP

You must be at least 15 to take the written and vision tests at a Kentucky State Police testing location. Our free practice question on the youngest age for a Kentucky permit covers this rule. On the day, bring every document from the table in original form, and, if you are under 18, your parent or legal guardian. Our guide to the KSP driver testing appointment explains how to book.

Key takeaways

  • Bring an original birth certificate (or certified copy), your Social Security card and proof of Kentucky residency. Photocopies are not accepted.
  • Under 18, you also need a School Compliance Verification Form, and a parent or legal guardian signs your application at the testing location.
  • At 18 and older, your proof of residency must be dated less than one year.
  • A travel ID (REAL ID) is optional and needs two proofs of residency. Permanent residents can apply; other non-citizens get a standard permit.

Kentucky permit documents: common questions

Can I use a utility bill as proof of residency in Kentucky?

Yes. Kentucky law names a utility bill or utility agreement as proof of residency, next to a deed, a property tax bill and a rental housing agreement. The bill must show your Kentucky home address, not only a post office box. At 18 and older, the proof must be dated less than one year.

Do I have to get a REAL ID with my first Kentucky permit?

No. Kentucky law lets you choose a voluntary travel ID (REAL ID) or a standard permit. For a travel ID, bring two proofs of Kentucky residency instead of one. Permanent residents can apply for a REAL ID; other non-U.S. citizens cannot.

Does my parent have to come to the permit test?

Yes, if you are under 18. A parent or legal guardian must sign your application at the testing location, where an official witnesses the signature and checks guardianship. Bring your birth certificate to show the relationship, or court guardianship papers signed by a judge.

Can I bring a photocopy of my birth certificate?

No. Photocopies are not accepted for any required document. Bring your original birth certificate or a certified copy. A legal guardian also needs a certified copy of the court-ordered guardianship documents, not a photocopy.

Where do I go after I pass the written test?

Get in line at the Transportation Cabinet Regional Office to apply for your permit credential. Kentucky law says you get a temporary permit, valid for 30 days, until the permanent permit arrives by mail.
