Where the Maryland fee facts come from

What the first license fee covers, the missed appointment fee and the renewal rules come from Maryland Transportation Article § 16-111.2. The ID card rules come from the MVA ID card page. The duplicate, interpreter, driver education and Rookie Driver details come from other MVA pages on mva.maryland.gov. This guide is current as of 2026. Fees can change, so check the current fee list before your visit. Confirm the rules with the Maryland MVA (mva.maryland.gov) before you drive.

How do you replace a lost or stolen Maryland license?
A duplicate driver’s license costs $30.00. If you lose your license or ID card, request the duplicate online or at an MVA Self-Serve Kiosk. The MVA does not handle duplicates over the counter, and it mails the card to the address on record. If your license was stolen and no information on it changes, apply in person at an MVA branch office.
A new address does not need a paid correction. You can change your address online with myMVA, and the change of address card that you carry with your license has no fee.
How much is a Maryland ID card?
A Maryland photo ID card costs $40.00 for a new card or a renewal, and a duplicate or correction costs $30.00. There is no fee if you are 65 or older, or if you have a disability that limits a major life activity. The card is valid for 8 years at age 18 or older and for 5 years under 18.
The MVA mails the ID card to your address on file. It does not give you the card at the counter. Overnight shipping costs extra, at U.S. Postal Service express rates. To plan your visit, see our list of Maryland driver’s license documents.

Maryland license fees: common questions
Do I pay again for my provisional or full license in Maryland?
Maryland law says the fee for a first license covers the learner’s permit and, if you qualify before the permit expires, the provisional license or driver’s license. The MVA converts the provisional license by itself when you are 18 or older, have held it 18 months with no convictions and, under 21, have no alcohol-related offenses.
How much does it cost to renew a Maryland driver’s license?
Renewal of a non-commercial license costs $64.00 for 8 years, which is $8.00 per year. After the automatic change from a provisional license, the MVA mails you an attachment card. Carry it with your provisional license until that license expires. You receive a full driver’s license card when you renew.
Can I have a Maryland ID card and a driver’s license at the same time?
No. A Maryland non-driver ID card is for a person who does not hold a valid driver’s license or moped permit. If the MVA issues you a driver’s license, you must surrender your Maryland ID card. Before the MVA issues a Maryland ID card, you must also surrender any ID card or driver’s license from another state.
How much is a copy of my Maryland driving record?
On the MVA fee list effective September 1, 2025, a certified copy of an MVA record costs $15.00 and a non-certified copy costs $12.00. These record fees apply to driving records, and also to vehicle registration, title files and licensing documents. For questions about a fee, call the MVA at 410-768-7000.
Does the MVA charge for a missed appointment?
It can. Maryland law lets the MVA charge a missed appointment fee when you do not keep a driver’s license exam appointment that you made. The MVA sets the amount. You can schedule your permit appointment online through your myMVA account, so choose a time that you can keep.
