Can International Students Drive in Massachusetts? License Rules
Can international students drive in Massachusetts with their home-country license?
Yes, if you are at least 16 and carry a valid home-country license that is not suspended or revoked and covers the same type of vehicle. If it is not in English, also carry an International Driving Permit (IDP) or another accepted English translation. A first offense under Section 10 is subject to a $500 (U.S. dollars) fine. Once you become a Massachusetts resident, you need a Massachusetts license.
Where these Massachusetts rules come from
The rules come from the Registry of Motor Vehicles (RMV) page on driving on a foreign driver's license, the RMV Driver's Manual (revised April 2026) and the RMV page on transferring a license from a foreign country. They also draw on Massachusetts General Laws (M.G.L.) chapter 90, section 10, the RMV pages on converting certain foreign licenses, road tests and fees, and 540 CMR 2.00. This guide is current as of 2026. Confirm the rules with the Massachusetts RMV (mass.gov/rmv) before you drive.
What you need to drive on a foreign license in Massachusetts
- You are at least 16. No person under 16 may drive a motor vehicle on any way in Massachusetts.
- Your license is valid and not suspended or revoked.
- You drive only the type of vehicle your license allows. A visitor from another country may drive private passenger vehicles.
- You have the license on you, or in an easily accessible place in the vehicle, whenever you drive.
- Your license is in English, or you carry one of the translation documents below.
- Your country enforces driving standards equal to those of Massachusetts, as the RMV decides.
Do you need an English translation or an IDP?
If your license is not in English, or does not have English translations of its main information fields, carry one of the three documents the RMV accepts: an International Driving Permit (IDP), a Translation into English of a Foreign License document, or an alternative translation document with a photo and an English translation that closely matches an IDP. Keep the translation with your license. Like every driver in Massachusetts, you must also have your license and registration handy whenever you drive.
When do you need a Massachusetts license?
All Massachusetts residents need a Massachusetts license to drive in the state. If you become a resident, you must get one to keep your driving privileges, and there is no grace period. RMV regulations (540 CMR 2.00) define a nonresident as a person whose legal residence is not in Massachusetts. If your license comes from a country on the RMV conversion list below, the guide to converting a foreign license in Massachusetts gives the documents for each country. The RMV lists a $115 Class D conversion fee, and all RMV fees can change at any time.
Can you get a Massachusetts license from your foreign license?
| Your license | What the RMV says |
|---|---|
| Canada, Mexico or a U.S. territory | You can convert it without a written or road test after you become a resident. If it expired more than 1 year ago, you take both tests. |
| South Korea, Germany, France or Taiwan | You can convert it without a written or road test after you become a resident, if you are at least 18. |
| Any other country | You cannot convert it. After you become a resident, you meet all ID requirements, take the learner's permit exam and take the road test. |
| A license marked temporary, limited term or driver privilege only | It cannot be converted, because Massachusetts has no equal credential. |
| An International Driving Permit | You cannot convert it to a Massachusetts driving permit. |
How to get a Massachusetts license as an international student
- 1Confirm your residency with the RMV
A Massachusetts license can only be issued to a resident. It cannot be issued to people who live in Massachusetts temporarily but keep their legal residence elsewhere. Ask the RMV whether you count as a resident before you apply.
- 2Prove lawful presence and meet the Social Security Number rule
To be eligible for a REAL ID or Standard license, you must prove both lawful presence and a valid stay of at least 12 months in the U.S. Every permit and license applicant must also meet the Social Security Number (SSN) requirement.
- 3Get a Class D learner's permit
You must get a learner's permit before you can apply for any license. You complete an application, present identification, pay a fee, pass a vision exam and pass the learner's permit exam. The minimum age for a Class D learner's permit is 16.
- 4Find a sponsor for the road test
For a Class D license, you need a sponsor even if you hold a valid foreign license. The sponsor is at least 21, has at least one year of driving experience and has a valid license issued by their home state. Holders of foreign licenses cannot be sponsors. Without a sponsor, you do not get a road test.
- 5Pass the road test
Bring a valid learner's permit, your sponsor and a completed Class D road test application. If you are under 18, you must also complete all Junior Operator License requirements, including a Driver's Education Program. Adults do not need driver's education. If you fail, you wait 2 weeks before another test. The Massachusetts road test guide covers the test day.
Are "international driver licenses" sold online valid?
No. The RMV warns that people and organizations use the Internet to sell documents as "International Driver Licenses" and "International Driving Permits" that imply driving privileges. The Registrar does not recognize any document labeled that way that claims to give driving privileges. Under Section 10, an IDP or translation only serves to identify the person on your license, so always carry the valid home-country license itself.
Key takeaways
- At 16 or older, you may drive in Massachusetts on a valid home-country license for the same type of vehicle. Carry it every time, with an IDP or English translation if the license is not in English.
- Residents need a Massachusetts license, with no grace period. Ask the RMV whether you count as a resident.
- Only licenses from Canada, Mexico or a U.S. territory, South Korea, Germany, France and Taiwan convert without testing. Others need the permit exam, a sponsor and a road test.
- For a Massachusetts license, you prove lawful presence, a stay of at least 12 months and your SSN status.
- Next step: practice the rules of the road on the free Massachusetts Class D learner's permit practice test, in English.
International students driving in Massachusetts: common questions
Can I get a Massachusetts driver's license on an F-1 student visa?
Only after you become a Massachusetts resident, so ask the RMV first whether you count as one. On its foreign license conversion page, the RMV says any visa you present must show an authorized stay in the U.S. of at least 12 months. If your visa includes a form that requires an I-20, such as F1 or M1, submit the I-20 as well.
Can I get a Massachusetts license as a student without a Social Security Number?
Yes, in some cases. If the Social Security Administration denied your SSN application, bring the written Denial Notice (not more than 60 days old), proof of your current visa status, an I-94 and your current non-U.S. passport. If you cannot apply for an SSN, a No Social Security Number Affidavit works only for a Standard license and only with certain documents.
Do I need Massachusetts plates for my car as an international student?
Not if you are a nonresident student with a temporary address here and you complete the nonresident student statement, keep the required insurance, file the statement with the local police where your school is and display the school's decal. If you register the car here instead, you do not have to show a Massachusetts license, but you must have a valid home-country license if you are the principal driver.
What happens if I drive without my license on me?
A violation of Section 10 of M.G.L. chapter 90 is a criminal violation, and a first offense is subject to a $500 fine. The law lets you keep the license on you or in an easily accessible place in the vehicle. If your license needs a translation, keep that with the license too.
