Montana Learner’s Permit Rules: NCLP Age, Supervision and the 6-Month Rule
How old do you have to be to get a learner’s permit in Montana, and who can ride with you?
You can get a Montana Non-Commercial Learner Permit (NCLP) at 14½ through a state-approved traffic education course, or at 15 at an MVD exam station after the written and vision tests. Under 18, a licensed parent, guardian or adult 18 or older whom they approve must sit beside you. The permit lasts 1 year, and you hold it at least 6 months before the restricted license.
Where the Montana permit rules come from
The permit steps come from the Montana Motor Vehicle Division (MVD) page for drivers under 18. The supervision rules come from Montana Code Annotated 61-5-106, and the rules for a license under 18 come from 61-5-132. Sections 61-5-105 and 61-5-108, the May 2026 Montana Driver Manual, the MVD page for new drivers 18 and older, the MVD Guide to Teen Driving and form 21-1600 add the details. The law says "learner license"; MVD says NCLP. This guide is current as of 2026. Confirm the rules with the Montana Motor Vehicle Division (mvdmt.gov) before you drive.
Three ways to start with a Montana learner permit
| Permit | Who qualifies | Where you get it |
|---|---|---|
| Traffic Education Permit (TEP) | A student enrolled in a state-approved traffic education course. It is valid only while you are enrolled, and the instructor may issue it for a school year or a shorter period. | From your traffic education instructor |
| NCLP issued in traffic education | A student who is at least 14½ and is taking or has finished an approved course, with the attendance and testing requirements met. | From your traffic education instructor |
| NCLP at an exam station | A student who is 15 or older and has not taken a driver training class. You pass the written test and the vision test first. | At an MVD driver exam station |
Age rules: why you may see 15 and 16
State law sets 15 as the general minimum age for a license. It also allows a learner license from 14½ in an approved traffic education course, and a hardship restricted license from 13 when MVD finds an individual hardship. The MVD page for drivers under 18 gives 14½ with traffic education and 15 without it. The Montana Driver Manual still lists 16 for a permit without traffic education, which is older text. Follow the law and the MVD page, and ask MVD if your case is unclear. The practice question on the youngest age for a Montana learner permit covers the 14½ rule.
How to get the NCLP at an MVD exam station
- 1Study the written test
Read the Montana Driver Manual. The Montana written driver’s test guide explains what to expect at the exam.
- 2Book a regular written exam
Schedule an appointment at any MVD exam station and say it is for a regular written exam. You can also call the Customer Care Center at 1 (406) 444-1772 during business hours.
- 3Bring your documents
Bring proof of identity, proof of authorized presence and proof of Montana residence. You do not need to show proof of your Social Security number, but you must know it.
- 4Bring parental consent
If you are under 18, a parent, guardian or responsible adult must sign the consent form before testing starts.
- 5Pay the fees and pass the tests
Pay the licensing fees, then pass the written test and the vision test. You get the permit when you pass the written test.
What the parent or guardian signs for
The adult who signs your application accepts financial responsibility for any damage you cause while you drive. State law says a parent signs the application or, if no parent is available, another responsible adult can sign. The signer and you can both be held liable for damages from your negligence or willful misconduct, unless a motor vehicle liability policy that covers you is in effect. Talk about insurance as a family before the form is signed.
Who can sit beside you on a Montana permit
How long the permit lasts and what the 6-month rule means
A Montana learner permit is valid for 1 year from the date you get it. Under 18, you must hold it before you can get the First-Year Restricted License. The law says "not less than 6 months", MVD counts "6 months + 1 day", and the driver manual says six consecutive months. Plan for a little more than 6 months in a row. Teens under 18 who held a license in another state for at least 6 months and surrender it skip the permit period, the traffic education and driving-hours rules, and the road test.
What to finish before the First-Year Restricted License
- Hold the permit at least 6 months.
- Finish traffic education. The law accepts a traditional school course, or an alternative course that the Department of Justice approves, with 75 driving hours (15 at night) instead of 50 (10 at night). The driver manual says online and third-party courses are not approved, so ask your school district and MVD which course counts.
- Drive 50 hours with a supervisor, including 10 hours at night. A parent, guardian or responsible adult must log the hours.
- Stay free of traffic violations and alcohol or drug offenses for the 6 months before you apply, with no pending citations.
- Bring your documents again, a completed Graduated Driver Licensing Parent/Legal Guardian Certification (form 21-1600), your driving log, proof of registration and insurance for the test vehicle, and your valid NCLP.
- Pass the drive test at an MVD driver license station. The Montana graduated driver’s license rules explain the limits on the restricted license that follows.

Montana learner’s permit: common questions
Can I get a learner’s permit in Montana at 14?
Not at 14 exactly. The earliest permit comes at 14½, and only when you are taking or have finished a state-approved traffic education course; your instructor issues it. If you do not take traffic education first, you can test for the permit at an MVD exam station once you turn 15.
Can my older brother or a friend supervise me on a Montana permit?
Yes, if your parent or legal guardian gives permission and that person is 18 or older with a valid driver’s license. A brother or friend who is 16 or 17 cannot supervise you, even with a license. The supervisor must sit in the seat beside you.
Do adults have to hold a Montana learner’s permit for 6 months?
The 6-month rule is for teens. The Montana Driver Manual says that any new driver under 18 must use the NCLP for six consecutive months. The MVD page for new drivers 18 and older lists the written, vision and road tests and the required documents. Pass the written test first, then bring your current learner’s permit to the driving test.
Can I drive a motorcycle with my Montana learner’s permit?
No. A car learner license covers motor vehicles other than motorcycles. To learn to ride, you get a separate motorcycle learner license: you pay the licensing fee and pass the motorcycle written test. On a motorcycle learner license, you may not carry a passenger.
Do I have to carry my learner’s permit when I drive in Montana?
Yes. State law lets you drive on a learner license only while the license is in your immediate possession and a licensed driver sits beside you. A Traffic Education Permit has the same rule, and it also limits you to designated roads or a designated area.
