Moving to Iowa: Transfer Your Out-of-State Driver's License (2026)

informational·how to guide·

Where these Iowa facts come from

The residency rules come from Iowa Code 321.1A and Iowa Code 321.176. The steps, the test waivers and the delivery of the card come from the Iowa DOT New to Iowa page, the Iowa Driver's Manual and Iowa Administrative Code chapters 761-601 and 761-604. The document list comes from the Iowa DOT REAL ID page. The teen rules come from Iowa Code 321.178, 321.180B and 321.194 and the Iowa DOT page for minors moving to Iowa. This guide is current as of 2026. Confirm the rules with the Iowa DOT (iowadot.gov) before you drive.

When Iowa law presumes you are a resident

  • You have lived in Iowa for more than 30 days in a row, apart from infrequent or brief absences.
  • You are registered to vote in Iowa.
  • You have accepted a job, or you work in a trade, profession or occupation, in Iowa.
  • You enroll your child in an Iowa public elementary or secondary school.
  • You have filed for a homestead tax exemption on Iowa property, or you receive public assistance from Iowa.
  • The law calls this a rebuttable presumption, so the facts of your own case can change the result.

How soon to switch after you move

Anyone who drives on public roads in Iowa needs a permit or license. A nonresident can drive on a home state or country license, but that exemption stops when you become a resident. One item on the list above is enough, so a new job or a voter registration can make you a resident before 30 days have passed. Make your DMV appointment soon after you settle in.

Who can keep driving on a home license

You are in Iowa as a visitor, with a current license from your home state or country
You do not need an Iowa license. Iowa law exempts a nonresident who drives within the scope of a home license.
You are a student with a permanent home and a valid license in another state or country
You can drive in Iowa without an Iowa license. Iowa law does not count a college student with a home and a valid license in another state as a resident.
You serve in the armed forces, you are stationed in Iowa, and your vehicles are registered in your home state
Iowa law does not count you as a resident, so you can keep your home state license.

What to bring to the Iowa DMV

  • One document that proves your date of birth, identity and lawful status, such as a valid passport or a certified birth certificate.
  • One document with your current name and Social Security number, if you have one.
  • Two documents that show your name and current Iowa residential address. The address must be a physical address where you live, not a post office box.
  • Legal papers that show each name change, if your current name differs from the name on your citizenship document.

Do you need a REAL ID in Iowa?

You do not need a REAL ID to drive. Since May 7, 2025, a card without the REAL ID star is not accepted to board domestic flights. The star costs nothing extra and needs no extra test. If your old license already has the gold star, you still bring all the documents. Our guide to Iowa documents and REAL ID has more on each document.

Teens moving to Iowa

You are at least 16 and held an instruction permit or an intermediate license in your old state for the 12 months before you apply
You can apply for an Iowa intermediate license. You also need six months with no accidents or moving violations, 20 supervised hours with 2 between sunset and sunrise, a parent's or guardian's written approval, and Iowa driver education or the waiver below. Our Iowa intermediate and full license guide covers the limits that follow.
You are 17 and held an intermediate or full license in your old state for the 12 months before you apply
You can apply for the Iowa full license. Iowa law asks for 10 supervised hours with 2 between sunset and sunrise, 12 months with no accidents or violations, written approval of a parent or guardian, and Iowa driver education or the waiver.
You are 14 to 17 and have only an out-of-state instruction permit
You pass the Iowa knowledge test. Time on your old permit can count toward the six months of permit time that a special minor's restricted license needs.
You finished driver education in another state
An Iowa driver's ed instructor must convert the out-of-state certificate to an Iowa completion certificate. An approved Iowa course has at least 30 hours of classroom instruction.
You are 16 or 17 and drove on a valid license in your old state for at least one year
You can skip driver education through the waiver. Six months of that year may be on a permit. You must live with a parent or guardian, have no moving violations, and pass the written and driving tests that the DOT asks for.
You have a valid out-of-state license but do not meet the waiver
Make an appointment for a driving test at an Iowa DMV.

Moving to Iowa: common questions

What if my license is suspended in my old state?

Iowa will not issue you a license while a suspension from another state, imposed for a violation, is still running. Your driving privileges must also not be canceled or revoked in any state. Finish the suspension in your old state first, then apply for your Iowa license.

Do I need car insurance to drive in Iowa?

Yes. When you drive in Iowa, a motor vehicle liability policy must cover you as the driver, also in a car that you do not own. This applies to students who drive on a home license too. Keep proof of insurance in the vehicle with your license and registration card, as our free question page on documents to keep in the vehicle explains.

Where do I register my car and get Iowa plates?

Contact your county treasurer's office. It transfers your vehicle registration and plates to Iowa. The county treasurer is also the place to go if you want to do your driver's license business at your local county office instead of a DMV location.

Must I report an address change after I get my Iowa license?

Yes. When you apply, you confirm that you know you must tell the Iowa DOT about a change in your mailing address within 30 days of the change. Keep your address current, because the DOT sends your new card by mail.
