Moving to Massachusetts? How to Transfer Your Driver's License

informational·how to guide·

Where the Massachusetts license transfer rules come from

The steps, tests and fees come from the Registry of Motor Vehicles (RMV) page on how to transfer an out-of-state license to Massachusetts and from the Massachusetts Driver's Manual (revised April 2026). The Class D conversion fee also appears on the RMV fees page, last updated in May 2025. The document rules come from the RMV ID requirements page, the REAL ID documents checklist and the Standard Class D or M driver's license documents checklist. This guide is current as of 2026. Confirm the rules with the Massachusetts RMV (mass.gov/rmv) before you drive.

Who needs a Massachusetts license

  • Every Massachusetts resident needs a valid Massachusetts license to drive in the state. When you move here and become a resident, convert your out-of-state license.
  • A U.S. resident who is at least 16 and lives outside Massachusetts may drive here on a valid license from their home state or territory. This covers visitors, travelers and people from nearby states who commute to work in Massachusetts.
  • Keep your valid license with you whenever you drive in Massachusetts. Police can also ask for the vehicle's registration certificate, so review which documents you must be able to show.

How to transfer an out-of-state license to Massachusetts

  1. 1
    Start the application online

You cannot finish the transfer online. The online questionnaire gives you a complete application and a list of the documents to bring to a Service Center.

  2. 2
    Choose REAL ID or standard

Decide before your visit, because the two card types need different documents. The table below compares them.

  3. 3
    Make an appointment

You must make an appointment at an RMV Service Center for a license transfer.

  4. 4
Bring your documents and your old license

Bring the completed application, your original documents and your out-of-state license to turn in. If you held a REAL ID in another state, you still need identity documents for a Massachusetts REAL ID.

  5. 5
    Pay the fee

Most Service Centers accept cash, check, money order and credit or debit cards, but payment methods vary, so check your site first. The RMV mails your new license to your address on record in 10 to 14 days.

Document rules for a Massachusetts transfer

For both card types, bring originals: photocopies and laminated documents are not accepted. Proof of residency must show your name and current home address, with no P.O. boxes and no "in care of" addresses. For a REAL ID, your current name must match your documents. For a standard license, any document that is not in English needs a certified translation. If a required document is missing, the RMV will not process your license.

Massachusetts license transfer fees (U.S. dollars)

Massachusetts license transfer fees (U.S. dollars)
LicenseFee
Class D conversion$115
Class D and M conversion$130
Class D or M REAL ID issued for less than 5 years because of a shorter lawful stay in the U.S.$10 for each year the license is valid

Do you have to take tests when you transfer?

Your out-of-state license is active, or expired less than 1 year ago
No written or road test is required.
Your license has been expired more than 1 year
You take a full test (written and road) and an eye test. A Class D license needs at least 20/40 vision in your better eye (corrected) and at least 120 degrees of horizontal peripheral vision.
You wear glasses or contact lenses to see at a distance
Wear them for the vision screening. If you pass with them, your license gets a Corrective Lenses restriction, and you must wear them every time you drive.

Moving to Massachusetts with a license under 18

If you are under 18, convert your driver's education certificate or complete driver's education in Massachusetts. An out-of-state course converts only if it meets or exceeds the Massachusetts minimum for classroom and in-car instruction. You also need a certified copy of your driving record from the state you are leaving, and 40 more hours of supervised driving (30 hours if you completed a driver skills development program), shown in a certified statement from a parent or guardian. After the transfer, the junior operator license rules apply to you.

Licenses from Canada, Mexico or a U.S. territory

With a license from Canada, Mexico or a U.S. territory (including Puerto Rico), bring an original certified driving record from your home country or territory. The record must not be more than 30 days old. If it is not in English, the RMV may ask for a certified translation.

One license only: how the RMV checks your old state

  • You may hold only one driver's license or ID card at a time.
  • Massachusetts takes part in the State-to-State (S2S) Verification Service. It checks if you hold a license or ID in another state and tells that state to invalidate it when you transfer.
  • When you apply, list the states where you held a license in the past ten years and all your out-of-state license numbers.
  • If your record matches the Problem Driver Pointer System, you cannot continue until all out-of-state suspensions or convictions are resolved.

Key takeaways

  • Massachusetts gives new residents no grace period: convert your license when you become a resident.
  • Start online, then visit an RMV Service Center by appointment with original documents. The Class D conversion fee is $115.
  • An active license, or one expired less than 1 year, needs no written or road test. Expired more than 1 year means a full test and an eye test.
  • Drivers under 18 also need a Massachusetts driver's education certificate on file and extra supervised driving hours.
  • Next step: review Massachusetts road rules on the free Massachusetts Class D learner's permit practice test.

Massachusetts license transfer: common questions

Can I drive while I wait for my Massachusetts license in the mail?

Yes. At the Service Center you get a receipt that serves as a temporary license and proves your driving privileges while the card is made. The receipt is not valid for identification, so it does not replace a photo ID. The RMV mails the new license to your address on record in 10 to 14 days.

How much does it cost to transfer an out-of-state license to Massachusetts?

A Class D conversion costs $115, and a combined Class D and M conversion costs $130. The cost is the same for a REAL ID and a standard license. A REAL ID issued for less than 5 years because of a shorter lawful stay costs $10 per year. License fees are non-refundable and can change at any time.

Do I need a REAL ID when I transfer my license?

No, it is your choice. A standard license gives the same driving privileges at the same cost. People 18 and older need a REAL ID or another ID the TSA accepts to board domestic flights or enter certain federal facilities. If you have a passport or other acceptable ID, you may never need a REAL ID.

What if I lost my out-of-state license?

You can still transfer. In place of the license, bring an acceptable photo ID from the RMV list and a certified copy of your driving record that is not more than 30 days old. If the record is not in English, the RMV may ask for a certified translation.

Does the passenger rule apply to a teen who moves to Massachusetts?

It depends on your record. A new junior operator may not drive with passengers under 18, other than immediate family, for the first six months unless a licensed driver who is at least 21, with at least one year of experience, sits beside them. If your record shows a valid license for a full six months with no suspension or revocation, this rule does not apply to you.
