What ID Do You Need for a Newfoundland and Labrador Driver's Licence?
What ID do you need for a Newfoundland and Labrador driver's licence?
Bring at least 2 original documents, or certified copies, that together show your full legal name, date of birth, legal presence in Canada and photo. Add proof of address, such as a utility bill no older than two months. Photocopies are not accepted. The Motor Registration Division (MRD) checks them at your appointment after the written test. Under 19, a parent or guardian also signs your application.
Where these ID rules come from
The rules come from the Motor Registration Division (MRD): the Identification Documentation page, the Licence Application Process and Written Tests pages for new drivers, the Licence Application Process page for new residents, the Translation of Foreign Driver Licences page, the Driver's Handbook, the Driver/Photo ID Application and the Guarantor Declaration form. Where the Driver's Handbook and the Identification Documentation page list different documents, this guide follows the page. This guide is current as of 2026. Confirm the rules with the Motor Registration Division (gov.nl.ca/motorregistration) before you drive.
What the MRD checks for a first Newfoundland and Labrador licence
You need identity documents for a first driver's licence, learner's permit or photo ID card, and you must be a resident of the province. You give proof of identity and proof of address. Your identity documents must verify 4 items: full legal name, date of birth, legal presence in Canada and photo. Any combination of documents from the MRD list works if it verifies all 4, with a minimum of 2 documents.
Documents on the MRD identification list
| Type of document | Examples on the MRD list |
|---|---|
| Canadian civil and identity documents | Canadian government-issued birth certificate; Canadian-issued travel document, including a passport; Canadian Citizen Certificate; Secure Certificate of Indian Status; government-issued marriage certificate; certificate of name change; Certificate of Resumption of Surname or Certificate of Election of Surname; court order with court seal |
| Immigration documents | Permanent Resident Card; Record of Landing (IMM 1000); Temporary Resident Permit (IMM 1442); Refugee Protection Claimant Document (IMM 1442); Study Permit (IMM 1442); Work Permit (IMM 1442); Visitor Record (IMM 1442); Super Visa (IMM 5257) |
| Licences and cards | Driver licence or ID card from a Canadian jurisdiction, including an enhanced one; DND driver permit or military ID card (ND120/ND121); Ontario or Quebec health card; BC Services Card; Nexus Card; US Passport Card |
| Other documents | Valid foreign passport (officially translated); DFAIT Canada Identity Card; aviation document issued by Transport Canada |
Rules that apply to every document you bring
- Bring the original or a certified copy. Photocopies are not accepted.
- A driver licence or ID card from a Canadian jurisdiction does not count as identification on its own.
- Some documents on the MRD list have a star because they may not be acceptable: a Canadian-issued travel document (including a passport), the Secure Certificate of Indian Status, the Record of Landing, the Canadian Citizen Certificate, the Temporary Resident Permit, the Refugee Protection Claimant Document and the Super Visa. Ask the MRD before you rely on one of them.
Proof of address documents the MRD accepts
- Utility bill no older than two months, such as a phone, internet or cable, or electricity bill
- Bank statement or void cheque that shows your address
- Mortgage documents or a property tax bill
- Personal taxes filed in the previous year
- Residential lease or rental agreement completed and signed by landlord and tenant
- Employment Insurance or Income Support Program documents
- Employment confirmation or pay stub
- Canada Child Benefit (CCB) documents
- Each address document must contain your full name and address.
What to do when you have no document for your photo or address
Guarantor Declaration rules
The MRD form is for exceptional cases where you cannot obtain proper identification. One declaration covers one document exception only: your photo or your address. Your guarantor attests to that one item, and you sign the form in the guarantor's presence.
How to prepare your documents for the appointment
- 1Pick at least 2 documents from the MRD list
Together they must verify your full legal name, date of birth, legal presence in Canada and photo.
- 2Take the originals
Bring original documents or certified copies, not photocopies.
- 3Add proof of address
Choose one item from the address list, and check that it shows your full name and address.
- 4Bring a parent or guardian if you are under 19
Your parent or guardian must consent before you receive a learner's permit. They go with you to a Motor Registration office, show proof of guardianship and sign consent on your application form.
- 5Arrange a guarantor only if a document is missing
Use the Guarantor Declaration for your missing photo document or missing address document.
- 6Bring everything to the appointment
After you pass the online test, book an appointment. The MRD checks your proof of age, identity and, if applicable, legal presence in Canada, and you are photographed.
ID for people who move to Newfoundland and Labrador from outside Canada
If you come from outside Canada and apply for a learner's permit or driver's licence, you must give proof of legal presence in Canada. Bring one primary proof of legal presence and one secondary document, or two primary documents when one of them is primary proof of legal presence. If you hold a licence from another country, submit it when you apply. The MRD says to exchange it within three months of becoming a resident, and the guide to moving to Newfoundland and Labrador with a driver's licence covers that step.
Documents the Driver's Handbook lists as proof of legal presence in Canada
- Valid foreign passport with the right immigration documents (the MRD list asks for an official translation of a foreign passport)
- Permanent Resident Card or other immigration papers
- Record of Landing
- Study permit or work permit
- Canadian citizenship card
- Temporary Resident Permit
- Secure Certificate of Indian Status card with a photo
- Valid Canadian passport
- Ask the MRD which of your documents counts as primary.
Translations for a foreign licence or passport
A driver's licence in any language other than English or French needs an English translation. The Association for New Canadians in St. John's provides translation and interpretation in over 60 languages. The Registrar can also approve suitable translators for driver licensing. The guide to exchanging a foreign licence in Newfoundland and Labrador goes further on licences from other countries.
Key takeaways
- Bring at least 2 originals or certified copies that verify your full legal name, date of birth, legal presence in Canada and photo, plus proof of address.
- A Canadian driver licence or ID card does not count alone, and photocopies are not accepted.
- Without a photo or address document, a Guarantor Declaration covers one gap only. For minors, a parent or guardian attests.
- From outside Canada, give one primary and one secondary proof of legal presence, or two primary documents.

Newfoundland and Labrador licence ID: common questions
Can I use a photocopy of my birth certificate?
No. The MRD accepts the original birth certificate or a certified copy of it. A plain photocopy is not accepted, and the same rule applies to each identity document that you bring, such as a study permit or a Permanent Resident Card.
Can my out-of-province driver's licence be my only ID?
No. A licence or ID card from a Canadian jurisdiction is on the MRD list, but the MRD does not accept it alone. Add another listed document, such as a Canadian birth certificate or a Permanent Resident Card, so that your name, date of birth, legal presence in Canada and photo are all verified.
Does my parent have to come with me if I am under 19?
Yes. If you are under 19 and apply for your first licence, a parent or legal guardian goes with you to a Motor Registration office. They show proof of guardianship and sign consent on your application. The Driver/Photo ID Application has a line for their signature.
Who can be my guarantor?
Your guarantor must be a Canadian citizen or permanent resident who lives in Newfoundland and Labrador and holds an NL driver licence or photo ID card. If you are a minor, the MRD asks your parent or guardian to attest to your photo or your address with the Guarantor Declaration.
Can I use a lease as proof of address?
Yes, if the residential lease or rental agreement is completed and signed by both landlord and tenant. It must show your full name and address. Other choices include a utility bill no older than two months, a bank statement, a pay stub or your taxes filed in the previous year.
Do I get my learner's permit on the day of the appointment?
You get a temporary permit at the appointment, and the card comes to you by mail. At that appointment, after your online written test, the MRD validates your test result, gives you a vision test and checks your identity documents before it issues the permit.
