How Much Is a Learner Permit in NC? DMV Fees and Retakes (2026)

informational·how to guide·

Where these fees come from

The fees come from the North Carolina Division of Motor Vehicles (NCDMV, part of NCDOT) pages for Level 1, Level 2 and Level 3, and from the fee schedule in the 2026 North Carolina Driver Handbook. Payment rules come from the NCDMV payment methods page. School road test fees come from the NCDMV list of certified driver education schools. The pass marks come from NCDMV rule 19A NCAC 03B .0201. This guide is current as of 2026, and the handbook says that fees are subject to change. Confirm the rules with the North Carolina DMV (ncdot.gov/dmv) before you drive.

What does driver education add to the cost?

A teen needs a Driver's Education Certificate before the Level 1 permit. You can take the course through your North Carolina high school or through a driver education school licensed by NCDMV. Commercial driver education schools each set their own enrollment fees, which may vary. Ask two or three schools for the full price before you sign up, and ask whether the school also gives road tests.

Does the Driving Eligibility Certificate cost anything now?

No teen needs one for the permit now. NCDMV says: "Effective Oct. 1, 2026, North Carolina has eliminated the Driving Eligibility Certificate requirement for teen drivers under SL 2026-46." Do not mix it up with the Driver's Education Certificate, which a Level 1 applicant still needs. Read the full change in our guide to the Driving Eligibility Certificate ending in North Carolina.

How can you pay NCDMV?

  • At any NCDMV office: cash, money orders, personal checks, and Visa, MasterCard, American Express and Discover credit and debit cards.
  • By check in person: make it payable to NCDMV, write it in blue or black ink, and use a check with the holder's pre-printed name, address and phone number. The bank must be based in North Carolina or have a branch in North Carolina.
  • With a check, show a valid driver license or ID card, a U.S. passport or a U.S. military ID.
  • Online: you need a credit or debit card. The myNCDMV online service uses PayIt, which adds $3 for each online transaction plus a 1.85 percent card processing fee.
  • Card processing fees: 1.22 percent in an office, 1.85 percent online and 2 percent at a kiosk.

What do the three levels cost together?

The state fees add up to $83.50 if you get Level 3 at age 16, or $77 if you get it at age 17 (our arithmetic: $25.50 + $25.50 + $32.50, or $25.50 + $25.50 + $26). If you pay by card, add the card processing fee. For example, a $25.50 card payment in an office adds 1.22 percent, about 31 cents (our arithmetic). These totals leave out driver education and any road test at a school.

What do road tests at driving schools cost?

Teens who want a Level 2 license and adults with a learner permit can take the road test at a certified private driver education school, or at an NCDMV office. Each certified school sets its own road test fee. On the NCDMV list, fees run from $25 to $225. One Mecklenburg County school charges $175 for drivers under 18 and $225 for drivers over 18, so ask about your age group. After a school test, you visit a driver license office only for the final step, and you bring the certificate that shows you passed. Our guide to the North Carolina road test covers what the examiner checks.

What to do if you do not pass a test

You do not pass the knowledge test
The pass mark is 80 percent under NCDMV rule 19A NCAC 03B .0201. For a regular Class C license, you can take the test again in seven calendar days. Study the handbook again before you return.
You do not pass the signs test
For a regular Class C license, you must identify 9 of 12 road signs. Try the sign test practice question, then ask the office when you can test again.
You are a teen and do not pass a Level 1 test or the Level 2 road test
Ask the driver license office when you can test again. Bring your parent or guardian, who must be present for the Level 1 tests and for the road test.
You do not pass a road test at a certified school
Ask the school what a new road test costs and when it can happen. Each certified school sets its own fee, and you can also take the road test at an NCDMV office.

Key takeaways

  • The Level 1 permit and the Level 2 license each cost $25.50. Level 3 costs $32.50 at age 16 or $26 at age 17, so the three levels cost $77 to $83.50 in state fees.
  • Pay NCDMV with cash, money order, personal check or a Visa, MasterCard, American Express or Discover card. A card adds a card processing fee.
  • Driver education schools set their own enrollment fees and road test fees, so compare schools before you pay.
  • For a regular Class C license, you can retake a failed knowledge test or driving test in seven calendar days. Teens should ask the driver license office about Level 1 and Level 2 tests.

North Carolina learner permit cost: common questions

Does an adult pay the same fee for a learner permit?

Yes. The 2026 handbook fee schedule lists $25.50 for a learner permit, the same amount as the teen Level 1 permit. An adult must be at least 18 years old and apply in person at a driver license office. An adult with a learner permit can take the road test at an NCDMV office or at a certified school, which sets its own fee.

Can I pay for my permit online?

No. You apply for a Level 1 permit or an adult learner permit in person at a driver license office, so you pay there with cash, a money order, a personal check or a card. Online payment is for other services, such as the Level 3 upgrade, and it needs a credit or debit card. PayIt adds $3 per online transaction plus 1.85 percent.

Does a REAL ID learner permit cost more?

No. A REAL ID can be a driver license, a learner permit or an ID card with a star, and there is no extra cost for a North Carolina REAL ID. You pay the same $25.50 for a Level 1 permit or an adult learner permit. A REAL ID has more document requirements, so check them before your office visit.

How much does it cost to replace a lost permit?

If your Level 1 permit is active and you lose it, you can order a replacement online. The 2026 handbook fee schedule lists $16.75 for a duplicate, and you can pay for an online duplicate with any credit or debit card.

Why does Level 3 cost less at age 17?

The Level 3 license expires at age 21, so a 17-year-old holds it for fewer years. The Level 3 fee works out to $6.50 a year. That gives $32.50 for 5 years if you upgrade at 16, and $26 for 4 years if you upgrade at 17 (our arithmetic). You can do the Level 3 upgrade online with a parent or guardian.
