PEI Driver's Licence Fees in 2026: Permit, Tests, Course and Licence
How much does a driver's licence cost in PEI?
In Prince Edward Island, the Highway Traffic Act Fees Regulations set these fees in Canadian dollars: $20 for the instruction permit, $20 for the permit test, $100 for the Novice Driver Course, $20 for the Class 5 road test and $116 for a five-year driver's licence. A duplicate licence costs $20 and a basic driver abstract $25. Confirm each fee with Access PEI.
Where these fees come from
The fees in this guide come from the Highway Traffic Act Fees Regulations, in the office consolidation current to May 11, 2024, as of 2026. The steps come from the Highway Traffic Act, the Driver's Licenses Regulations, the Highway Safety Division's Driver's Handbook, its Graduated Driver Licensing booklet and its Co-pilot brochure. The abstract steps come from the Highway Safety Division's Request for Driver's Abstract form. Confirm the rules with Access PEI (princeedwardisland.ca) before you drive.
PEI driver's licence fees: permit, tests, course and licence
| Item | Fee (CAD) | What it is for |
|---|---|---|
| Instruction permit | $20 | The Class 7 permit, Stage 1 of the Graduated Driver Licensing program |
| Permit test | $20 | The written test and the road signs test. The regulations call it "Test for instruction permit". You pay it on top of the permit fee |
| Novice Driver Course | $100 | Needed before a Class 5 licence, unless you take a driver education course that the Registrar recognizes |
| Class 5 road test | $20 | The road test for the Class 5 licence (the regulations list one fee for classes 5 and 6) |
| Five-year driver's licence | $116 | Your photo licence, issued for a five-year period |
The order in which you pay the fees
- 1Permit and permit test: $20 + $20
Make an appointment for the written test and pay the test fee. You also pass a vision test and pay the permit fee. Practise the permit application question to see what a first application includes.
- 2Novice Driver Course: $100
The Registrar issues a Class 5 licence to a Class 7 holder only after the Novice Driver Course or a driver education course that the Registrar recognizes. The Novice Driver Course guide explains who takes it, and one practice question asks which course a learner takes without certified driver education.
- 3Class 5 road test: $20
You can take the road test 365 days after you get your permit, once you finish the Novice Driver Course. The wait is 275 days if you are enrolled in a certified driver education program. The Class 5 road test guide covers the test itself.
- 4Five-year licence: $116
Get your Class 5 photo licence within 30 days after you pass the road test. If you wait longer, you may have to take the test again with a Highway Safety examiner and pay the appropriate fees again.
Do driving schools charge the same fees?
Driver education schools conduct the permit tests and the Class 5 road tests. The amounts above are the fees in the regulations. Ask your school for its own price before you book.

How to replace a lost or damaged licence in PEI
If you lose your licence or it becomes hard to read, apply for a duplicate at any Highway Safety or Access PEI office. The fee is $20. Bring the number of the old licence and the date it was issued. If you do not have them, bring your birth certificate.
How to get your driver abstract in PEI
Ask the Registrar for your abstract in person or in writing. Each person signs a separate application. A basic abstract costs $25 and covers set periods, for example 5 years of collisions and 3 years of traffic-law convictions. A premium abstract costs $50 and shows your complete collision record and the safe-driving courses you completed. The request form lists employment and insurance as the usual reasons to order one.
Can you get a refund?
When a permit or licence expires
Your instruction permit is valid for two years from the date of issue, and a driver's licence expires at midnight on your birthday. The Driver's Handbook says an expired permit is handled by its age:
- less than one year: it can be re-issued for two years with no waiting period;
- one to three years: you pass the written test again, with no waiting period;
- more than three years: you pass the written test, the 365-day wait applies again, and fees apply.
Key takeaways
- Plan for each step in order: the permit and the permit test ($20 each), the Novice Driver Course ($100), the Class 5 road test ($20) and a five-year licence ($116).
- Get your photo licence within 30 days after the road test, or you may have to test and pay again.
- When you give back a licence, the Registrar refunds one-fifth of the fee for each full year left.
- Ask your driving school for its own price, and confirm every fee with Access PEI.

PEI driver's licence fees: common questions
How much is the written permit test in PEI?
$20 (CAD), and you pay it on top of the $20 permit fee. The test fee covers the written test and the road signs test. You also pass a vision test before you get your permit. If a driver education school runs your test, ask the school for its own price.
Do I pay for the L decal in PEI?
No. You get the yellow L decal at no cost when your photo is taken for your instruction permit. When your photo is taken for your Class 5 licence, you get the G decal for Stage 2, also at no cost, and you keep the same decal in Stage 3.
Can someone else order my driver abstract?
On the request form, only the licence holder can ask for the abstract. A parent or another person can pay by credit card if the cardholder gives written consent. Under the Highway Traffic Act, an insurer can get your basic abstract when you apply for insurance, and your premium abstract only with your written consent.
Is there a fee to change my address on my PEI licence?
No. There is no charge to change the name or address on your licence. You can report the change at any Highway Safety or Access PEI office. Report it soon: if you do not tell the Registrar about a change of name or address, it is an offence under the Highway Traffic Act.
