What to Bring to the Rhode Island DMV: ID, Residency, SSN
What documents do I need for a Rhode Island license or ID card?
Bring original papers, because the DMV rule does not accept photocopies. You need one proof of identity (such as a U.S. passport or a certified birth certificate), two proofs of residency (such as a utility bill and a bank statement dated within 60 days) and proof of your Social Security number (such as your Social Security card). If one requirement is missing, the DMV must not issue the license.
Where these document rules come from
The document lists come from the Rhode Island DMV rule 280-RICR-30-00-1, section 1.4.1, which covers applications for an operator's license, a chauffeurs' license and an identification card. The signer rule for applicants under 18 comes from R.I. Gen. Laws § 31-10-14. The fees come from R.I. Gen. Laws §§ 31-10-6.3 and 31-10-31, the supervising driver rule from § 31-10-6.1, the 30-day rule from § 31-10-1 and the driver privilege card rules from chapter 31-10.4. The CCRI driver education page lists what students bring on the first day. This guide is current as of 2026. Confirm the rules with the Rhode Island Division of Motor Vehicles (dmv.ri.gov) before you drive.
The three groups of papers the rule requires
- One proof of identity. It must show your legal name and date of birth and come from the rule's list of eight documents.
- Two proofs of residency. Both must come from the rule's residency list. The date rule differs by document: within 30 or 60 days, in effect now, or from the year before.
- Proof of your Social Security number. The DMV checks every number electronically with the Social Security Administration.
Which documents prove your identity?
The rule accepts eight documents: a valid, unexpired U.S. passport; a certified copy of your birth certificate from the vital statistics office of the state where you were born; a Consular Report of Birth Abroad; a valid, unexpired Permanent Resident Card (Form I-551); an unexpired employment authorization document (Form I-766 or I-688B); an unexpired foreign passport with a valid U.S. visa and the approved I-94 form; a Certificate of Naturalization (Form N-550 or N-570); or a Certificate of Citizenship (Form N-560 or N-561).
If your name is different from the name on your identity document, also show a document from an authorized government agency that proves the change.
Which IDs work for a license that is not a REAL ID?
The rule has a second identity list for an operator's license, chauffeurs' license or ID card that does not meet the federal requirements of 6 C.F.R. Part 37. Its additions include a U.S. active service, retiree or reservist military ID card, and a valid U.S. or Canadian driver's license that has not been expired for more than one year. Any document from the main identity list also works. You still need two proofs of residency and proof of your Social Security number.
After a move to Rhode Island, you have 30 days to get a Rhode Island license; see the guide to switching your license after a move.
Which two documents prove residency? Eight common choices
| Document | What the rule requires |
|---|---|
| Utility bill | In your name or the name of an immediate family member, dated within 60 days |
| Personal check or bank statement | Your name and address, dated within 60 days. P.O. Box addresses are not accepted |
| Lease agreement | In effect now, with your name and address and the landlord's name, address and phone number. Handwritten leases are not accepted |
| Homeowner's or renter's insurance policy | For your home or apartment, with your name and address, in effect now |
| Property tax bill | For your residence, from the year before |
| W-2 form | With your name and address, from the year before |
| Valid Rhode Island license or ID card | Valid now |
| Letter from a Rhode Island shelter or halfway house | On letterhead, dated within 30 days, with the name and contact information of an administrator |
What proves your Social Security number?
- An official Social Security card. Laminated cards are acceptable.
- A W-2 or 1099 form with your full name and full Social Security number, issued within the last five years.
- A pay stub with your full name and full Social Security number, issued within the last five years.
- A letter from the Social Security Administration that says you are not eligible for a number.
Applying without a Social Security number
For a license or ID card, a letter from the Social Security Administration that says you are not eligible for a number is an accepted proof. For a driver privilege card, the law says you do not need proof of legal presence or a Social Security number if you have none. You still show two proofs of residency from the same rule list, and the card looks the same as a license that is not a REAL ID. The guide to the Rhode Island driver privilege card has the other requirements.
What changes if you are under 18?
Each application for one of the three license levels for drivers under 18 needs a signer. A parent, guardian, adult spouse or licensed foster parent signs and verifies it before a person who can give oaths. The signer must live in Rhode Island and qualify as a supervising driver: five years with a license.
Minors have two extra residency proofs: a school record for the current school year that shows the student's address (such as a report card or transcript), or the signer's Rhode Island license or ID card.
CCRI driver education students bring proof of age on day one: a birth certificate, passport or permanent resident card.
Fees the law sets for a permit or first license
| Item | Fee set by law (U.S. dollars, as of 2026) |
|---|---|
| Limited instruction permit or limited provisional license | $10 |
| Operator's first license | $25 |
| First license examination | $5 |
| Surrender of an out-of-state license (added to the other fees) | $5 |
Get your papers ready before the visit
- 1Pick your identity document
Choose one document from the identity list that shows your legal name and date of birth, and make sure it is not expired.
- 2Pick two residency documents
Choose two from the residency list and check the date rule of each one, for example 60 days for a utility bill.
- 3Find proof of your Social Security number
Use your Social Security card, or a W-2, 1099 or pay stub with your full name and full number from the last five years.
- 4Collect the originals
Do not bring photocopies. If you are under 18, decide who signs your application.
- 5Check the fee and the list
Look up the current fee and document list on dmv.ri.gov before your visit, also for a permit.
Key takeaways
- Bring originals: one proof of identity, two proofs of residency and proof of your Social Security number. Photocopies are not accepted.
- Dates differ by document: 60 days for a utility bill, check or bank statement; 30 days for a shelter letter; the year before for a property tax bill or W-2.
- Under 18, a parent, guardian, adult spouse or licensed foster parent signs the application, and a school record can serve as a proof of residency.
- With no Social Security number, a Social Security Administration letter that says you are not eligible is accepted. The driver privilege card needs no number.

Rhode Island DMV documents: common questions
Can I use a bill in my parent's name as proof of residency?
A utility bill can be in your name or in the name of a member of your immediate family, if it is dated within 60 days. A personal check or bank statement must show your own name and address, so a parent's bank statement does not count for you.
Is a photocopy of my Social Security card enough in Rhode Island?
No. The DMV rule accepts only original documents. Bring the official Social Security card; a laminated card is acceptable. A W-2, 1099 or pay stub with your full name and full number, issued in the last five years, can also prove the number.
Can I use my car insurance or a paycheck as proof of address?
Yes. An automobile insurance policy for your vehicle counts if it shows your name and address and is in effect when you present it. A payroll check counts if it shows your name and address and is dated within 60 days. Each one is one of your two proofs of residency.
What if my name changed since my birth certificate was issued?
Show a document from an authorized government agency that proves the name change, together with your identity document. The identity document must show your legal name and date of birth, and both papers must be originals, not photocopies.
Who can sign my application if my parents cannot?
If no parent, guardian or licensed foster parent lives in Rhode Island and qualifies as a supervising driver (five years with a license), another responsible adult can sign. That adult must accept the duties that the law puts on a person who signs a minor's application, and signs before a person who can give oaths.
