Rhode Island Learner's Permit at 16: Limited Instruction Permit Rules

informational·how to guide·

Where the Rhode Island permit rules come from

The permit rules are in R.I. Gen. Laws § 31-10-6. The driver education rule is in R.I. Gen. Laws § 31-10-20, and the course details come from the CCRI driver education page and the CCRI 2025 student and parent agreement. Sections 31-10-6.1, 31-10-6.3, 31-10-6.4, 31-10-6.5, 31-10-14, 31-10-19, 31-10-21 and 31-10-31 give the supervising driver, length, penalty, insurance, signature, course, exam and fee rules. This guide is current as of 2026. Confirm the rules with the Rhode Island Division of Motor Vehicles (dmv.ri.gov) before you drive.

How to get a Rhode Island limited instruction permit

  1. 1
    Check your age

You must be at least 16 and under 18 to apply. Driver education is open to eligible residents from 15 years and 10 months.

  2. 2
    Finish driver education

Rhode Island law says you cannot get the permit at 16 or 17 without an approved driver education course. The CCRI course has 33 classroom hours and gives no driving lessons. Online driver education is not accepted. Read the CCRI driver education guide for enrollment details.

  3. 3
    Pass the final exam

A certified instructor gives a standardized written exam at the end of the course. At CCRI the final exam is the DMV knowledge test, and the passing score is 70%.

  4. 4
Get a parent or guardian to sign

Your application must be signed and verified before a person who can administer oaths. The signer is your parent, guardian, adult spouse or licensed foster parent, who must live in Rhode Island and be able to act as your supervising driver. If no such person meets these rules, another responsible adult may sign.

  5. 5
    Apply and pay the fee

Apply to the Rhode Island DMV for the permit. The law sets the permit fee at $10 (U.S. dollars). Confirm the current amount with the DMV before you pay.

Rules you follow on every permit drive

  • Carry the permit with you.
  • A supervising driver must sit beside you in the front seat while the vehicle moves.
  • No one other than the supervising driver may sit in the front seat.
  • Everyone in the vehicle must wear a fastened safety belt or be in a child restraint.
  • You must wear a safety belt at all times, unless you give the DMV a physician's statement that you cannot wear one for medical reasons.

Who can be your supervising driver?

The law lets a parent, guardian, licensed foster parent, other adult or certified driver education instructor supervise you. That person must have been licensed to drive for five years. CCRI guidance describes a qualified supervising driver as at least 21 years old. The practice question on the front seat rider with a permit tests the front-seat rule and the five-year rule together.

What happens if you break a permit rule

What happens if you break a permit rule
Rule you breakHow the law treats it
Driving without the required supervising driver beside youOperating a motor vehicle without a license
Any other permit restriction, such as the front-seat ruleInfraction: $100 first offense, $110 second offense, $140 third or later offense

How long is a Rhode Island permit valid?

The permit is valid for one year. The DMV may extend it for a reasonable time if you give it evidence of a hardship. The permit also expires on your 18th birthday.

When do you need a permit, and when not?

You are 16 or older and drive a school's dual-control training vehicle in an approved driver training program, with a regular instructor beside you
You do not need a limited instruction permit for that vehicle.
You practice in the family car or any other vehicle
You need the limited instruction permit, and every permit rule above applies.

What comes after the permit?

The next level is the limited provisional license. You need to hold the permit for at least six months, have no moving violation or seat belt conviction in the previous six months, and pass a road test. A parent or guardian also signs a statement of at least 50 hours of supervised driving, with 10 at night. Commercial driving school lessons may count. The practice question on supervised practice hours covers this number, and the supervised driving hours guide shows how to track them.

Key takeaways

  • You can apply for the Rhode Island limited instruction permit at 16. The law covers ages 16 up to 18.
  • Driver education comes first: 33 classroom hours at CCRI, and its final exam serves as the knowledge test (70% to pass).
  • A supervising driver licensed for five years sits beside you, and nobody else rides in the front seat.
  • The permit is valid for one year and expires on your 18th birthday. The law sets the fee at $10.
  • Next step: practice on the free Rhode Island operator license practice test.

Rhode Island learner's permit: common questions

Can I drive alone with a Rhode Island learner's permit?

No. A supervising driver must sit beside you in the front seat whenever the vehicle moves. If you drive without the required supervising driver, the law treats it as operating a motor vehicle without a license.

Do I need driver education to get a permit at 16?

Yes. Rhode Island law says no limited instruction permit goes to a person your age without the course of § 31-10-19 (the CCRI course) or an equivalent course. An equivalent course from another state needs at least 33 instructional hours, with at least 3 hours on Rhode Island traffic laws and the graduated licensing law and 8 hours on alcohol and drugs.

How much does a Rhode Island learner's permit cost?

The law sets the permit fee at $10, and a duplicate permit also costs $10. Driver education is a separate cost. As of 2026, the CCRI course costs $145, plus a $39.95 textbook and a $10 non-refundable registration fee. That is $194.95 for the course, book and registration, plus the $10 permit fee.

Can my 19-year-old friend supervise me on a permit?

Only if your friend has been licensed to drive for five years, which Rhode Island law requires of every supervising driver. A friend who got a license at 16 has had it for only three years at 19, so that friend cannot supervise you yet. Pick a parent, guardian or another adult who meets the five-year rule.

What if I pass the class but fail the knowledge test?

CCRI's 2025 student and parent agreement says a student who passes the class but fails the DMV knowledge exam can retake the exam at the Cranston DMV by appointment. You still need a passed written exam before the DMV can issue the permit, because the law ties the permit to the course and that exam.

Does a learner's permit raise my parents' car insurance?

Not through the inexperienced operator surcharge. Under R.I. Gen. Laws § 31-10-6.5, the holder of a limited instruction permit does not count as a licensed driver when insurers work out that surcharge on an auto insurance policy.
