Can International Students Drive in Saskatchewan on a Home Licence?
Can international students drive in Saskatchewan on a home licence?
Yes. A student, or a student's spouse or immediate family member, can drive in Saskatchewan on a valid home licence while temporarily here to attend a school or program recognized by SGI. Carry the licence and show it when a peace officer asks. The rule does not cover Class 1 semis. If you become a resident, you can drive on the home licence for 90 days.
Where these rules come from
The student exception is in section 32 of The Traffic Safety Act. The meaning of resident, student and spouse is in The Traffic Safety (Residency) Regulations. SGI (Saskatchewan Government Insurance) explains the rules for students and new residents in the SGI Driver's Handbook (2026-27). This guide is current as of 2026. Where the handbook and the Act use different words, this guide follows the Act. Confirm the rules with SGI (sgi.sk.ca) before you drive.
What a student needs to drive on a home licence
- You are a student, or the spouse or an immediate family member of a student, who is temporarily in Saskatchewan to attend a school or program recognized by SGI.
- You carry a valid licence that lets you drive in the place where you normally live. It gives you the same privileges it gives at home, so the limits of a learner or novice home licence still apply.
- You show the licence when a peace officer asks.
- SGI's handbook adds that full-time students at approved schools, and their immediate families, do not have to exchange their licence while they live here to attend classes.
Can my spouse or family member drive too?
Yes. The Act names the spouse and the immediate family members of a student in the same exception. Each family member who drives needs their own valid home licence and must show it when a peace officer asks.
The Regulations define an immediate family member as a spouse, parent, child, brother, sister, grandmother, grandfather, or another person who stands in the place of a parent. A spouse is a legally married spouse who lives with you. If there is no married spouse, a partner who has lived with you as a spouse for at least two years counts, or one year if you are the parents of a child.
What if police ask for your licence?
You must show your licence, and your vehicle registration, if a peace officer asks. If you do not have them with you, the officer may allow up to 48 hours to produce them. The free practice question on what an officer may do when you do not have your licence covers this rule. In a court case for driving without a licence, the driver must show that he or she holds an appropriate licence, so carry your home licence each time you drive.
Student, visitor or resident: which rule applies?
| Your situation | Driving rule | Saskatchewan licence |
|---|---|---|
| Student, or spouse or family of a student, temporarily here | Drive on a valid home licence and show it on request. No Class 1. | No need to exchange while you live here to attend classes |
| Visitor (a non-resident) | A separate exception in the Act covers a non-resident with a valid home licence. | Not eligible to apply |
| New resident | Drive on a valid licence from another jurisdiction for 90 days. | Required after the 90 days. You must be a resident to get one. |
When do you become a resident?
Under the Regulations, you are a resident when you are lawfully entitled to remain in Canada, have a permanent residence in Saskatchewan, and either file a Saskatchewan income tax return or satisfy SGI that you normally live here.
A permanent residence is a place you own, rent or lease and normally live in. A dormitory, a hotel and other temporary housing do not count. A person who lives with an immediate family member who is a resident can also be a resident on the same tax return or SGI test. SGI decides, so ask SGI when you take a lease or stay after your program.
What to do in each situation
Registering a car while you study in Saskatchewan
To register a vehicle in Saskatchewan, you normally must be a resident and must not hold a driver's licence from another jurisdiction. The Regulations also let a non-resident register a vehicle that is located in Saskatchewan and does not leave the province for more than 30 days in total in any year. Visitors do not have to register their vehicle here unless they become a resident.
Steps when you move from student to resident
- 1Count 90 days from the day you take up residence
Drive on your valid home licence during that time. The guide to driving rules for new residents of Saskatchewan covers the 90 days in detail.
- 2Collect original documents
The first time you apply, SGI asks for documents that prove your identity, your residency and your entitlement to be in Canada. They must be originals, not photocopies. The full list is at sgi.sk.ca/identity-and-residency-verification.
- 3Check if you can exchange or must take tests
A resident whose licence is from a place that Saskatchewan does not honour must take a driver's examination. Saskatchewan may also accept a licence from a country the handbook does not list: ask a motor licence issuer, a driver examination office or SGI at 1-844-855-2744 (1-844-TLK-2SGI). The guide to exchanging a foreign licence in Saskatchewan explains the steps.
- 4Stop using the home licence
When a Saskatchewan licence of any class is validated, the licence from your home jurisdiction becomes invalid.

Frequently asked questions
What if my home licence expires while I study in Saskatchewan?
The student exception covers only a valid licence that lets you drive where you normally live, so an expired licence does not meet it. Do not drive until you hold a valid licence again. To get a Saskatchewan licence instead, you normally must be a resident of the province.
Can I get a Saskatchewan licence while I live in a dormitory?
Yes, if you meet three conditions. A dormitory is a temporary residence, and the Regulations let SGI issue a licence to a person who normally lives in one if the person files a Saskatchewan income tax return (or satisfies SGI that they normally live here), holds no licence from another jurisdiction, and is not away from Saskatchewan for more than 12 months in a row.
Do I have to be a full-time student?
Yes. The Act uses the meaning of student in the Regulations: a person enrolled in a course of study whom the school counts as full-time, or a full-time student in a course with a work term who is on a work term the school recognizes. The school or program must be recognized by SGI.
I am a temporary foreign worker, not a student. Can I drive on my home licence?
Yes. The SGI Driver's Handbook says that for a visitor or temporary foreign worker, the existing licence gives the same privileges it gives at home, except Class 1 vehicles (semis). If you become a Saskatchewan resident, you may drive on a valid licence from another jurisdiction for 90 days, and then you need a Saskatchewan licence.
