How to Get a Beginner's Permit in South Carolina (Age 15, Cost and Steps)

informational·how to guide·

Where these South Carolina permit facts come from

The steps, costs, hold times and renewal rules come from the SCDMV beginner's permit page and Sections 56-1-50 and 56-1-100 of the South Carolina Code of Laws. The documents come from the SCDMV driver's license page and the MV-93 checklist (Rev. 06/2026). The fees also come from the SCDMV fee list, the vision rule from the SCDMV vision test page, the teen license rules from the SCDMV teenage drivers page, and the test-room rules from the April 2026 South Carolina Driver's Manual. This guide is current as of 2026. Confirm the rules with the SCDMV (scdmvonline.com) before you drive.

How to get a beginner's permit in South Carolina

  1. 1
    Study the Driver's Manual

Study the April 2026 South Carolina Driver's Manual before you go to the branch for the knowledge test.

  2. 2
    Collect your documents

Bring your Social Security number and originals or government-issued copies of proof of identity, U.S. citizenship and date of birth. Also bring proof of your current South Carolina address, dated within nine months. A REAL ID permit needs two address proofs; a card marked NOT FOR FEDERAL IDENTIFICATION needs one. Both cost the same, and you do not need a REAL ID to drive. See our guide to what to bring to the SCDMV.

  3. 3
Bring an authorized adult if you are under 18

The adult signs your application at the branch and brings a picture ID. If you apply through a driver training school, a school representative can sign and submit it.

  4. 4
Take the vision and knowledge tests before 4 p.m.

The vision test checks for 20/40 vision or better. If you cannot pass it, a licensed eye care professional must examine your eyes. Phones, manuals and other written material are not allowed in the test area. If you talk to anyone or leave the area before you finish, you fail.

  5. 5
    Pay and get your permit

Pay $2 for the knowledge test and $2.50 for the permit after you pass. You get a temporary certificate at the branch. The card comes by mail in seven to 15 business days. Sign it when it arrives, because the permit is not valid until you sign it.

Who can sign your permit application if you are under 18?

South Carolina law says the application of a minor must be signed in front of an SCDMV employee. The signer can be your father, mother or guardian, a person who has custody, care and control of you, or a person who has stood in place of a parent for at least 60 days in a row.
Another responsible adult can sign if a person on that list gives written permission. That permission must be signed and verified in front of a person who can administer oaths.

How much does a South Carolina beginner's permit cost?

The total is $4.50 if you pass the first time: $2 for the knowledge test and $2.50 for the permit. Each knowledge test costs $2, so each new attempt costs another $2. A renewal or a duplicate permit costs $2.50.
A driving school that tests for the SCDMV (a third-party tester) can also give the first-time Class D permit test. A tester of this type may charge more than the SCDMV fee.

When and with whom can you drive on a Class D permit?

You drive from 6 a.m. to midnight
A licensed driver who is at least 21 and has at least one year of experience must sit in the front seat next to you.
You drive from midnight to 6 a.m.
Only a licensed person from the list of people who may sign a minor's application, such as a parent or guardian, may ride with you.
A parent lets you break these limits
Under Tyler's Law, a parent or guardian who knowingly lets a dependent break the permit rules can get a civil fine of up to $500.

How long is the permit valid, and when can you take the road test?

By law, a permit is valid for not more than 12 months, and you can renew it for more 12-month periods.
Under 18, you must hold the permit for 180 days. You can apply for a license on the 181st day or any day after. Our free question on the earliest day to apply shows how that count works. At 18 or older, you must hold the permit for at least 30 days. This 30-day rule has been in force since November 13, 2024.

South Carolina beginner's permit: common questions

Can I renew my South Carolina beginner's permit online?

Yes, if you meet all the SCDMV conditions. For example, you must be a U.S. citizen with a regular permit that has not been expired for more than 9 months, and you must not have renewed by mail or online the last time. A South Carolina-licensed eye care professional must send your vision results to the SCDMV online. You pay $2.50 by credit or debit card, and the new permit can take up to 15 business days by mail.

How many times can I renew a beginner's permit?

South Carolina law lets you renew a Class D permit, or get a new one, for more 12-month periods at $2.50 each time. The SCDMV can refuse a renewal if the examiner believes you have not made a real effort to pass the road test. A motorcycle (Class M) permit is different: you cannot renew it more than three times.

I moved to South Carolina with a permit from another state. What do I do?

You may keep practicing in South Carolina with an unexpired out-of-state permit. If you moved here for good, you can exchange it for a South Carolina permit. If it has expired, you must pass the vision and knowledge tests. Time on a valid out-of-state permit counts toward the 180-day hold time (under 18) or the 30-day hold time (18 or older).

Can I get a motorcycle permit at 15 in South Carolina?

Yes. The minimum age is 15 for a regular (Class D) or a motorcycle (Class M) beginner's permit. With a Class M permit, you may ride alone from 6 a.m. to 6 p.m. (8 p.m. during daylight saving time). At other times, a motorcycle-licensed rider who is at least 21, with one year of experience, must supervise you and keep you in sight.
