South Dakota License Documents: What to Bring for a Permit or License

informational·how to guide·

Where these South Dakota document rules come from

This post uses the South Dakota Department of Public Safety (DPS) Driver License/ID Card Required Documents page, the current South Dakota Driver License Manual and South Dakota Codified Laws (SDCL) 32-12-3.1. It also uses the DPS printable documents page, the DPS appointment page, the DPS Teen Driver Pamphlet (effective July 1, 2025) and SDCL 32-12-3.3, 32-12-3.4, 32-12-3.5, 32-12-6, 32-12-17.10 and 32-12-17.14. Information is as of 2026. Confirm the rules with the South Dakota Department of Public Safety (dps.sd.gov) before you drive.

Four things to bring, all originals

  • A signed application. Sign and date it by hand. DPS does not accept electronic, digital or stamped signatures.
  • One proof of identity and lawful status. A certified birth certificate or a valid U.S. passport works for most U.S. citizens. Non-citizens bring a federal immigration document.
  • Proof of your Social Security number. Bring the card, or a W-2, Form 1099 or pay stub that shows your name and full number.
  • Two proofs of address. Each one must show your name and your physical address.

Birth certificate rules: certified, not a hospital copy

DPS accepts a certified U.S. birth certificate issued by a state or county. It must be a certified copy with the stamp or raised seal of the issuing authority. A hospital-issued certificate is not accepted, and a photocopy is not accepted. If you do not have a certified copy, any other document in the U.S. citizen row of the identity table also works.

If your name changed

If your current name differs from the name on your identity document, bring proof of each change: a certified marriage certificate from a government entity (not from a church), a divorce decree or a court order. DPS accepts only original certified copies. If your name changed more than once, show each step from your birth name to today's name. Choose an identity document with your current full legal name if you can, so that you do not need name-change proof.

Social Security proof and the gold star exception

Your Social Security proof must be an original that shows your name and your full number. DPS cannot accept any other document as proof of the number. If you transfer a license from another state that has a gold star, DPS does not ask for this proof. State law says DPS may not require it from a holder of a federally compliant card, unless the Social Security Administration gave the person a new number.

Two proofs of South Dakota address

Bring two documents that show your name and your physical address. DPS examples include a utility bill, pay stub, rent receipt, phone bill, bank statement, mortgage document or lease, homeowner's insurance policy or bill, proof of vehicle insurance, tax document, vehicle registration, medical bill and credit card statement. The manual says address documents must be less than one year old.

What to bring in your situation

You are under 18 (instruction permit, restricted minor's permit or license)
A parent or guardian signs the application. State law says a parent, a guardian or, if you have none, another responsible adult signs, verified before a DPS designee or a person who can administer oaths. For a permit, a parent can sign in person at the exam station or complete a notarized Parental Consent Form. Consent is required for every application until 18.
You move from another state with a REAL ID-compliant (gold star) license
Bring that license (valid or expired), one identity document from the table and two proofs of South Dakota address. You do not need Social Security proof. See moving to South Dakota with a license for the transfer steps.
You are not a U.S. citizen
Bring the immigration document from the table. If you are in lawful nonimmigrant status and have no Social Security number, state law says you show documents that prove a nonwork authorized status.
You travel full time and use a South Dakota personal mailbox (PMB)
Also bring a completed Residency Affidavit, a receipt for one overnight stay in South Dakota in the past year with your name on it, and one document that shows your PMB address. DPS does not accept virtual addresses.

How to get ready for your exam station visit

  1. 1
Collect your original identity, Social Security and address documents, and your name-change proof if you need it.
  2. 2
Get the application form from the DPS website or at the exam station, and fill it in. Sign and date it by hand.
  3. 3
Book an appointment if your visit needs a knowledge test or a driving test. For other visits, you can book or walk in during open hours.
  4. 4
If you are under 18, bring a parent or guardian, or a notarized Parental Consent Form. Also bring your Driver's Education Certificate if you have one.

Gold star and citizenship mark on the South Dakota card

A South Dakota card with a gold star in the upper right corner is federally compliant (REAL ID-compliant). One person can hold a South Dakota license and a nondriver ID card, but state law lets only one of them be acceptable for federal purposes; the other is marked as not acceptable. State law also requires a license or permit to show an indication if the holder is a U.S. citizen.

What happens after DPS checks your documents

A first-time permit applicant takes the vision test and the knowledge test at the exam station, as in this free practice question about the tests for a first permit. DPS says the knowledge test is waived if you show a driver's ed certificate for an approved course passed within the last year. For the next permit, the teen needs parent consent again, as in this free practice question on minor applications. Our questions are free and in English only. Key takeaways

  • Bring a hand-signed application, one identity and lawful-status document, Social Security proof and two address documents, all originals.
  • Hospital birth certificates are not accepted. A certified state or county birth certificate, or a valid U.S. passport, works.
  • If you are under 18, a parent or guardian signs each application.
  • A gold star license from another state means you do not need Social Security proof.

South Dakota license documents: common questions

Does my teen need a birth certificate to get a South Dakota permit?

Not always. A certified birth certificate issued by a state or county is one choice. A valid U.S. passport or passport card, a Consular Report of Birth Abroad, or a Certificate of Citizenship or Naturalization also proves identity and lawful status. The teen needs only one of these documents. If you use a birth certificate, bring the certified copy from the state or county, not the hospital copy.

Can my teen use my mail as proof of address?

Yes. DPS accepts parent or guardian mail for an applicant under 18, and the mail can be in the teen's name or the parent's name. The name of the parent who comes with the teen must be on the address documents. For a permit upgrade with two documents in the parent's name, DPS asks for a parental consent form.

Can a teen use a school report card as proof of address?

The South Dakota Driver License Manual lists a transcript or report card from an accredited school as an address document. It also says an examiner can review other items that show your address. Each document must show the name and physical address. Bring two address documents in total.

What if I cannot get any of the listed identity documents?

State law lets an examiner accept other evidence of identity under a documented exceptions process. The examiner does this only when you cannot produce the usual documents for a good reason beyond your control. For questions about a document, call DPS at (605) 773-6883, 9 a.m. to 4 p.m. Central Time, Monday to Friday, except state holidays.

What if I do not have my Social Security card?

Bring an original W-2, Form 1099 or pay stub that shows your name and your full Social Security number. State law accepts these documents when the card is not available, and it accepts both a Social Security Administration 1099 and other 1099 forms. DPS does not accept a photocopy.
